Resolution 12324CITY OF ALAMEDA RESOLUTION NO 12524 SUPPORTING LEGISLATION FOR RECOGNITION OF SINGLE LOCAL REUSE AUTHORITY AB 3755 (HONEYCUTT) WHEREAS, the Alameda Naval Air Station and Depot have been selected for closure under the 1993 base closure process; and WHEREAS, the Alameda Naval Air Station and Depot are located primarily within the city limits of the City of Alameda; and WHEREAS, the closure of Alameda Naval Air Station and Depot will have an impact on the surrounding communities; and WHEREAS, the Alameda Reuse and Redevelopment Authority was approved by the Alameda City Council and the Alameda County Board of Supervisors on April 5, 1994; and WHEREAS, the Governor's Military Base Reuse Task Force identified the need for legislation to cure obstacles to reuse; and WHEREAS, AB 3755 (Honeycutt) is part of the implementation of the Governor's Military Base Reuse Task Force's Final Report; and WHEREAS, AB 3755 (Honeycutt) establishes a means of recognizing a single local reuse entity for each base and grandfathers in existing local base reuse entities including the Alameda Reuse and Redevelopment Authority; and WHEREAS, AB 3755 makes the single local reuse entity eligible for certain state benefits including state grants and other assistance, redevelopment authority, Local Area Military Base Recovery Act (LAMBRA) designation, recommendations for the disposition of air credits for base property, targeted permit assistance, and consultation on toxic cleanup priorities; and WHEREAS, AB 3755 (Honeycutt) has been heard and passed by the Assembly Committee on consumer protection and governmental efficiency and will be heard by the Assembly Committee on Local Government; NOW, THEREFORE, BE IT RESOLVED THAT the City of Alameda hereby endorses and supports the passage of AB 3178 (Honeycutt) by the Legislature. BE IT FURTHER RESOLVED that the City Clerk is hereby directed to forward a certified copy of this resolution to the Chair and Committee members hearing the bill and to the Governor, the President pro tempore of the Senate, Assembly Member Honeycutt and Senator Ayala.
