CAMPAIGN URGING LOCAL CONSENSUS
IN OPPOSITION TO PROPOSED CUTS
IN LOCAL FUNDS BY THE STATE LEGISLATURE
WHEREAS, the Association of Bay Area Governments is
strongly opposed to the Governor or the Legislature moving any
property tax revenues, including but not limited to redevelopment
funds, or any other revenues that support local services;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Alameda that the County of Alameda and other counties are
urged to adopt ordinances to protect current- allocations of
property taxes for counties, cities, school districts, special
districts and redevelopment agencies; and
BE IT FURTHER RESOLVED that all other councils of
governments in California, and their member cities and counties, be
urged to take similar action.
BE IT FURTHER RESOLVED that the City Clerk is hereby
directed to forward a certified copy of this resolution to the
Governor, State Assemblywoman Barbara Lee, Alameda County Board of
Supervisors, Association of Bay Area Governments and League of
California Cities.

BE IT RESOLVED by the Council of the City of Alameda that
pursuant to Section 2-9.2 of the Alameda Municipal Code, and upon
nomination of the Mayor, FRED W. LEITZ is hereby appointed to the
office of member of the Golf Commission of the City of Alameda, to
fill the unexpired term of Maynard (Bob) Gannon, commencing April
20, 1993, and expiring on September 30, 1993.

WHEREAS, pursuant to the rules and regulations that have
been adopted by the Bay Area Air Quality Management District
(BAAQMD) in accordance with the provisions of Assembly Bill (AB)
434 (Sher), an eligible claimant wishing to receive allocation from
AB434 "60% funds" shall file its applications with the BAAQMD; and
WHEREAS, the City of Alameda, as a public agency
responsible for implementing projects or programs which achieve
emission reductions by effectively developing and implementing
specific transportation control measures, is eligible to submit

AUTHORIZING PURCHASE OF TAX DEFAULTED PROPERTY EAST
OF MARKET STREET, WITHIN THE EASTERLY TERMINUS. OF
FILLMORE STREET AT FERNSIDE BOULEVARD (APN 69-27-2-7)
WHEREAS, on March 26, 1993, the City of Alameda was notified,
pursuant to the Revenue and Taxation Code section 3700, of a
proposed sealed bid of sale of tax defaulted property for a minimum
bid of $1100; and
WHEREAS, said property, known as APN 69-27-2-7, is an
irregular shaped parcel located within the easterly terminus of
Fillmore Street at Fernside Blvd and is approximately 1,975 square
feet in size; and
WHEREAS, the property is within the City right-of-way and
includes City sanitary and storm drainage facilities; and

Chapter 8 of the State Revenue and Taxation Code; and

WHEREAS, it is in the City's best interest to obtain said

the necessary funds from Measure B proceeds; and

CITY OF ALAMEDA RESOLUTION NO. 12388
ESTABLISHING A PROGRAM TO MAXIMIZE USE OF RECYCLED
MATERIALS BY THE CITY OF ALAMEDA
WHEREAS, natural resources are limited and need to be
preserved for future generations; and
WHEREAS, the volume of material disposed at landfills in
Alameda County has been increasing annually; and
WHEREAS, sanitary landfill space is at a premium and it is
becoming increasingly difficult to site new landfills; and
WHEREAS, the City of Alameda's participation in and
promotion of recycling programs can significantly reduce the
volume of material entering the waste stream thereby extending
the local landfill life expectancy; and

WHEREAS, for recycling programs to be effective, markets
must must be developed for products that incorporate post consumer
materials in their manufacture, are reusable, or are designed to
) cc be recycled; and
WHEREAS, as a consequence of AB 939 all jurisdictions in the
State need to achieve waste diversion goals of 25% by 1995 and
> E- ▪ 50% by 2000 and to prepare Source Reduction and Recycling
O , 0 Elements; and

WHEREAS, the Source Reduction and Recycling Element for the
City of Alameda states that Alameda will actively participate in
the development of markets for recycling products; and
WHEREAS, it can be seen with certainty that there is no
possibility that this program may have a significant negative
effect on the environment, the program is not subject to the
California Environmental Quality Act (CEQA),
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Alameda as follows:
1. As part of an ongoing process, all departments in the
City of Alameda shall conduct a review of existing
specifications to determine whether they require either
the use of products manufactured from virgin materials
or preclude the use of recycled products, reusable
products, or products designed to be recycled.
2. In the event that said specifications do preclude the
use of recycled products or require the use of virgin
materials, then they shall be eliminated or modified
appropriately to permit and prefer use of recycled
products, unless the department or agency can
demonstrate that recycled products would not achieve a
necessary performance standard or that the procedures
by which these products are produced are
environmentally harmful.
3. Commodities and materials purchased in fulfillment of
contracts with the City of Alameda shall be subject to
this policy to the maximum extent feasible and as
adopted specifications and standards allow.
4. As part of a continuous process and as information
becomes available, the appropriate City of Alameda
departments shall update product specifications and
incorporate requirements for the use of recycled
materials, reusable products, products that contribute
to source reduction and products designed to be
recycled to the maximum practicable extent, unless it
may be demonstrated that the performance of these
products will be unsatisfactory, or that the product
will negatively impact health, safety or operational
efficiency.
5. The existing inventory of products manufactured from
virgin materials or materials not recyclable or
reusable should continue to be used until said
inventories are depleted, at which time they will be
replaced with products purchased under the requirements
of this policy.
6. When feasible, the City of Alameda shall encourage the
use of recycled materials, reusable products, products
designed to be recycled and products that due to their
durability, quality and/or packaging, support source
reduction efforts. Whenever practicable the City of
Alameda shall purchase products that at a minimum meet
the State of California's definition of 'recycled
products', i.e., at least 10% post-consumer recovered
material, and at least 50% total recovered secondary
waste. For other definitions, refer to Attachment A.
7. To ensure the recycled content of a product, the City
of Alameda shall establish a monitoring mechanism. For
example, vendors of paper products shall certify to the
City of Alameda that the recycled paper products
offered contain at least 10% post-consumer recovered
material, and at least 50% total recovered secondary
waste, unless the product is clearly labeled by the
manufacturer as to the recycled content.
8. The City of Alameda shall encourage consultants,
contractors and vendors doing business with it to use
only recycled paper, printed on two sides when
appropriate, for any reports or studies submitted to
it, provided that recycled paper is available at a
reasonable cost.
9. When recycled products are used, reasonable efforts
shall be undertaken to label the products to indicate
that they contain recycled materials.
10. The Public Works Department's Waste Management and
Recycling Program shall be assigned to assess and
coordinate the implementation of this policy.
ATTACHMENT A
DEFINITIONS
Recycled paper product: a paper product with no less than 50
percent of its total weight consisting of secondary and post-
consumer waste, with no less than 10 percent of its total weight
consisting of post-consumer recovered material.
Recycling: the process of collecting, sorting, cleansing,
treating and reconstituting materials that would otherwise become
solid waste, and returning them to the economic mainstream in the
form of raw material for new, reused or reconstituted products
which meet the quality standards necessary to be used in the
marketplace.
Secondary waste: fragments of finished products or finished
products of a manufacturing process which has converted a
resource into a commodity of real economic value; includes post-
consumer recovered material, but does not include excess virgin
resources from the manufacturing process.
Post-consumer recovered material: a finished material which
would have been disposed of as a solid waste, having completed
its life cycle as a consumer item; does not include manufacturing
wastes.
Recycled percentage: a number from 0 to 100 that indicates the
portion of a certain material within a product that is derived
from secondary waste.
