Resolution 12392CITY OF ALAMEDA RESOLUTION NO. 12392 SUPPORTING BENEFIT ASSESSMENT DISTRICT LEGISLATION FOR LIBRARIES WHEREAS, public libraries throughout California are experiencing significant budget reductions which threaten the future of local public library services; and WHEREAS, the State shift of property taxes to schools is further affecting the ability of local governments to adequately finance all public services, including libraries; and WHEREAS, the California State Library has recently published a report showing that funding for public library services is eroding on a statewide basis; and WHEREAS, the California Legislature has declared that public libraries are a supplement to the formal system of free public education and deserve adequate financial support from government at all levels; and WHEREAS, a viable statewide system of public libraries is essential to assist the schools, support children and to serve the general public in all local communities; and WHEREAS, public libraries lack sufficient fee authority to replace lost revenues resulting from the State budget crisis and need a stable and independent source of financing; and WHEREAS, the public interest is served by providing adequate resources to properly fund public library services; and WHEREAS, the California Library Association and the County of Los Angeles are co-sponsoring legislation to provide authority for local agencies to use benefit assessment financing for public libraries, and Senator David Roberti has introduced SB 566 for that purpose; and WHEREAS, approval by the Legislature of SB 566 would provide an added local revenue option to protect the financial future of California's public libraries without appropriating additional State funds or creating a new State mandate on local governments; NOW, THEREFORE, BE IT RESOLVED THAT the City of Alameda hereby endorses and supports the passage of SB 566 (Roberti) by the Legislature, and directs the City Clerk to notify the Speaker of the Assembly, the President pro tempore of the Senate, the Governor, Senator Nicholas Petris, and Assemblywoman Barbara Lee, of its support. I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in regular meeting assembled on the 4th day of May , 1993, by the following vote to wit: AYES: Councilmembers Appezzato, Arnerich, Lucas, Roth and President Withrow - 5.
