Resolution 12465CITY OF ALAMEDA RESOLUTION NO. 12465 DESIGNATING OCTOBER 27, 1993 AS "NATIONAL UNFUNDED MANDATES DAY" (NUMD) WHEREAS, over the past several years the U.S. Congress has passed dozens of pieces of legislation creating hundreds of costly regulations which must be satisfied by local governments; and WHEREAS, the costs of implementing the regulations imposed by all of this legislation have not been assumed by the federal government and instead have been passed on to local governments; and WHEREAS, federal unfunded mandates have accompanied key urban spending reductions over the past fifteen years; and WHEREAS, the cost of unfunded federal mandates falls disproportionately on the nation's local governments; and l WHEREAS, a sampling of unfunded federal mandates 0 _< identified by The United States Conference of Mayors cost the City zjir-c of Alameda in excess of $7 million in fiscal year 1993; and ri) -12 - I- WHEREAS, a sampling of unfunded federal mandates identified by The United States Conference of Mayors is projected to cost the City of Alameda in excess of $30 million between fiscal year 1994-1998; and WHEREAS, Washington's practice of imposing, but not funding, costly mandates on local governments, coupled with the dramatic cuts in federal urban aid over the past decade, is now adding significantly to the already serious financial problems of these governments; and WHEREAS, the underlying foundation of federalism in this nation is a working partnership among the federal, state and local levels of government, a partnership of shared responsibility and accountability; and WHEREAS, the current practice of imposing, but not funding, federal mandates reflects neither shared responsibility nor shard accountability and acknowledges that our national legislature can dictate how local government revenues will be spent; and WHEREAS, the nation's mayors have called on the Congress and the President to oppose any regulation, policy proposal or legislative bill which mandates programs and responsibilities on state and local governments without full federal funding; and WHEREAS, the Conference of Mayors and other concerned national organizations have named October 27, 1993 National Unfunded Mandates'Day, a day on which government leaders at all levels will alert their citizens to the financial burdens being imposed on them by unfunded mandates., NOW, THEREFORE, BE IT RESOLVED that the City of Alameda designates October 27, 1993 as National Unfunded Mandates Day and joins cities throughout the nation in a national public education campaign to increase understanding of the local impact of unfunded federal mandates. BE IT FURTHER RESOLVED that the City Council of Alameda does hereby officially authorize the Mayor of Alameda to conduct and participate in the national and local activities designed to heighten awareness of the cost impact of unfunded. federal mandates on the City of Alameda. BE IT FURTHER RESOLVED that the City of Alameda will work with the U.S. Conference of Mayors and other national organizations on passage of legislation that will require reimbursement of local governments for the costs of complying with federal mandates.
