Resolution 12492CITY OF ALAMEDA RESOLUTION NO. 12492 ESTABLISHING GARBAGE RATES FOR 1994 WHEREAS, in 1982 the City of Alameda entered into an agreement with the Oakland Scavenger Company, now known as Waste Management of Alameda County, for garbage collection for a 20- year period; and WHEREAS, a Joint Refuse Rate Review Committee, comprised of representatives from local jurisdictions and special districts with franchise agreements with Waste Management of Alameda County reviews all rate increase applications; and WHEREAS, the loans received from the Worker's Compensation Trust and General Revenue Sharing Fund for the closure of the Doolittle Landfill site have been repaid in full; and wHEREAs,.it has been found that the revenue generated by the various surcharges for: (a) the annual clean-up (b).senior and low income discount program, and (c) maintenance of the "' Doolittle Landfill, is less than the expense of the programs, ,e while the surcharge for garbage service in City park facilities u) c) continues to cover expenses; and CZ WHEREAS, Ordinance No 2476, passed by the City Council on February 20, 1990, states that all subsequent rates for --L=- 3 collection and disposal of garbage and refuse shall be set by Resolution of the City Council; .nd WHEREAS, Ordinance No. 2629, passed by the City Council on May 4, 1993, states that all subsequent changes to the method of collection of surcharges shall be set by Resolution of the City Council. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Alameda that the Council accepts and approves the increase in garbage collection rates and hereby establishes the 1994 garbage collection rate effective January 1, 1994; as follows: Garbage Service a) Mini-Can b) First 32-Gallon Can c) Each additional can d) Cubic Yard Rate e) Compacted Cubic Yard f) Drop Box Cubic Yard g) Dirt Box Cubic Yard 1993 Rates 1994 Rates 5.00/Month 5.00 11.00/Month 11.40 12.00/Month 13.00 11.50/Pick-up 12.33 23.00/Pick-up 24.66 11.50/Pick-up 23.00 11.50/Pick-up 34.50 h) The scavenger shall collect on behalf of the City a surcharge fee, and remit same to the City within one hundred (100) days of billing, equal to the following: 1. Two cents ($0.02) out of each of the amounts set out in paragraphs a., b. and c. and three cents ($0.03) out of the amount set out in paragraphs d., e., f. and g. to fund the senior and low-income garbage discount program. 2. Twelve cents ($0.12) out of the amounts set out in paragraphs a., b. and c. and Fifty Five cents ($0.55) out of each of the amounts set out in paragraphs d., e., f. and g. to be used for maintenance of the Doolittle Landfill. 3. Sixty cents ($0.60) out of the amounts set out in paragraphs a. and b. and seventy cents ($0.70) out of the amounts set out in paragraph c. to cover the costs of a city-wide residential pick-up. 4. Ten cents ($0.10) out of the amounts set out in paragraphs d., and twenty cents ($0.20) out of the amounts set out in paragraphs e., f. and g. to be used for the cost of garbage collection services in City parks. 5. Five dollars and fifty cents per ton ($5.50) out of all the amounts paid for franchised garbage services with the authorized scavenger for the City's Waste Management and Recycling. Programs. I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in regular meeting assembled on the 4th day of January , 1994, by the following vote to wit: AYES: Councilmembers Arnerich, Lucas, Roth and President Withrow - 4.
