Felsch, City Clerk City of Alameda CITY OF ALAMEDA RESOLUTION NO. 12509 AUTHORIZING STAFF TO APPLY FOR ENVIRONMENTAL MITIGATION PROGRAM GRANT FOR THE DOOLITTLE PEDESTRIAN/BIKE PATH ENHANCEMENT PROJECT (LANDSCAPING AND RECREATIONAL ACCESSIBILITY LANDINGS) AND AFFIRMING THE CITY'S AUTHORITY TO CARRY OUT SAID PROJECT WHEREAS, the City of Alameda is a municipal corporation which by Charter and Government Code is authorized to design and construct public works improvement projects, including the proposed Doolittle Pedestrian/Bike Path Enhancement Project (Landscaping and Recreational Accessibility Landings); and WHEREAS, the City of Alameda wishes to seek funds to develop landscaping and recreational accessibility landings along the Doolittle Pedestrian/Bike Path which runs between Doolittle Drive and the Bay Farm Island Bridge; and WHEREAS, the Resources Agency of California is seeking grant applications for projects which mitigate the environmental impacts of modified or new transportation facilities; and WHEREAS, funds for urban forest landscaping and capital improvements are available through this program; and WHEREAS, the City of Alameda is completing design of, and will soon construct, the Doolittle Pedestrian/Bike Path Enhancement Project (Landscaping and Recreational Accessibility Landings), which is an urban forest and recreational improvement project being built to mitigate the impacts of the Doolittle Drive Widening Project; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Alameda that said Council hereby affirms the City's authority to carry out the proposed project and authorizes staff to apply for an Environmental Enhancement Mitigation Program Grant. BE IT FURTHER RESOLVED that the City Manager of the City of Alameda is hereby authorized and empowered to execute in the name of the City of Alameda all necessary applications, contracts, agreements and amendments hereto to implement and carry out the purposes specified in this resolution. Felsch, City Clerk City of Alameda CITY OF ALAMEDA RESOLUTION NO. 12510 APPOINTING AN ENGINEER AND AN ATTORNEY FOR ISLAND CITY LANDSCAPING AND LIGHTING ASSESSMENT DISTRICT 84-2 WHEREAS, on June 7, 1984, by its Resolution No. 10353, the Council of the City of Alameda ordered the formation of and levied the first assessment within the Island City Landscaping and Lighting District 84-2 (hereinafter the "District") pursuant to the provisions of the Landscaping and Lighting Act of 1972 Highways Code (hereinafter the "Act") ; and WHEREAS, Sections 22620, et seq., of the Act provide for the levy of annual maintenance assessments after formation of the District; and WHEREAS, the purpose of said assessments is to provide for enhanced maintenance in Business District Zones 1 through 6 and Residential Zone 7 located throughout the City and described in proceedings in and for said District heretofore approved by this Council and herein incorporated by this reference; and WHEREAS, the public interest and convenience will be served by appointing an Engineer and an Attorney for assessment and legal services; and WHEREAS, it would be advantageous to the City to continue with the services of the City Engineer as the Engineer-of-work and the City Attorney as the Attorney for said District; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Alameda that the City Engineer for the City of Alameda is hereby appointed as Engineer for the preparation of the assessment diagram and the assessment amount by parcel within the zones of the Island City Landscaping and Lighting District 84-2; BE IT FURTHER RESOLVED that the City Attorney for the City of Alameda is hereby appointed as Attorney to perform the legal services required in the conduct of said proceedings. Feisch, City Clerk City of Alameda CITY OF ALAMEDA RESOLUTION NO. 12 511 RESOLUTION OF APPRECIATION TO THE VOLUNTEERS FOR THE CITY OF ALAMEDA WHEREAS, Volunteers for the City of Alameda continue to bring dedication and energy to the City and, at the same time, provide much needed services to the community by their generous contribution of their time, talent and special skills, and WHEREAS, the Volunteer Program provides citizens with an opportunity to learn about their City government, meet new people and gain valuable experience while contributing significantly to the improvement of their community; and WHEREAS, the City departments have not only been provided with much needed additional help but have enjoyed meeting and working with the volunteers, and WHEREAS, the City of Alameda wishes to acknowledge that April 17th through and including 23rd, 1994, is NATIONAL VOLUNTEER WEEK, and WHEREAS, the City Council wishes to recognize and pay tribute to the valuable contributions of the City of Alameda Volunteers and the Volunteer Program. Felsch, City Clerk City of Alameda CITY OF ALAMEDA RESOLUTION NO. 12512 AUTHORIZING THE FILING OF A CLAIM WITH THE METROPOLITAN TRANSPORTATION COMMISSION AND THE ALAMEDA COUNTY BOARD OF SUPERVISORS FOR ALLOCATION OF TRANSPORTATION DEVELOPMENT ACT, ARTICLE 4.5, AND ALAMEDA COUNTY MEASURE B FUNDS FOR FY 94-95 WHEREAS, the Transportation Development Act (TDA), Article 4.5 (Public Utility Code Sec. 99200 et seq.) and County of Alameda Measure B, provides for the disbursement of funds for use by eligible claimants for the purpose of paratransit services for the frail elderly and disabled; and WHEREAS, pursuant to Alameda County Measure B provisions and the provisions of TDA 4.5, its rules and regulations thereunder (21 California Administrative Code Sec. 6600 et seg.) a prospective claimant wishing to receive an allocation for paratransit services -7 -7 shall file its claim with the Metropolitan Transportation Commission; and (13 ' I— WHEREAS, the City of Alameda is an eligible claimant for a - TDA 4.5 Funds pursuant. to Pub. Util. Code Sec. 99275 and Alameda -_- County Measure B Funds as attested by the City of Alameda's opinion of counsel dated April 20, 1993. 0.. 1 1. THEREFORE, BE IT RESOLVED by the Council of the City of Alameda that the City Manager or his designee is authorized to execute and file an appropriate TDA 4.5 claim together with all necessary supporting documents, with the Metropolitan Transportation Commission for an allocation of TDA 4.5 and Measure B Funds in FY 94-95 in the amount of $145,417 or greater sum; and BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to the Metropolitan Transportation Commission and Alameda County and that these entities be requested to grant the allocation of funds as specified herein.
