Resolution 12516CITY OF ALAMEDA RESOLUTION NO. 12516 SUPPORTING BENEFIT ASSESSMENT DISTRICT LEGISLATION FOR LIBRARIES WHEREAS, public libraries throughout California have experienced significant budget reductions which threaten the future of local public library services; and WHEREAS, the State shift of local property taxes has further affected the ability of local governments to adequately finance all public services, including libraries; and WHEREAS, the California State Library has published reports showing that funding for public library services is eroding on a statewide basis; and WHEREAS, the California Legislature has declared that public libraries are a supplement to the formal system of free public education and deserve adequate financial support from government at --"0 all levels; and WHEREAS, a viable statewide system of public libraries is essential to assist the schools, support children and to serve the general public in all local communities; and WHEREAS, public libraries lack sufficient fee authority to replace revenue losses resulting from the State and local budget crisis and need a stable and independent source of financing; and WHEREAS, the public interest is served by providing adequate resources to properly fund public library services; and WHEREAS, the California Library Association is sponsoring legislation to provide authority for local agencies to use benefit assessment financing for public libraries, and Senator David Roberti has introduced SB 1448 (Roberti) for that purpose; and WHEREAS, SB 1448 (Roberti) is a similar measure to SB 566, which was approved in the 1993 session of the Legislature but was not signed by the Governor; and WHEREAS, approval by the Legislature of SB 1448 (Roberti) would provide an added local revenue option to protect the financial future of California's public libraries without appropriating additional State funds or creating a new State mandate on local governments; NOW, THEREFORE, BE IT RESOLVED THAT the City of Alameda hereby endorses and supports the passage of SB 1448 (Roberti) by the Legislature. BE IT FURTHER RESOLVED that the City Clerk is hereby directed to forward a certified copy of this resolution to the President pro tempore of the Senate, the Speaker of the Assembly, Senator Roberti, the Governor, Senator Nicholas Petris, and Assemblywoman Barbara Lee.
