SUPPORTING AB 3159 (LEE) WHICH AUTHORIZES COUNTIES TO
LEVY A VEHICLE LICENSE FEE UP TO $2.00 AND A VESSEL
REGISTRATION FEE OF UP TO $10.00 TO PAY FOR THE OPERATION
AND MAINTENANCE OF MOVABLE SPAN BRIDGES
WHEREAS, the City of Alameda is served by three movable span
bridges that are currently maintained by Alameda County; and
WHEREAS, shifting of property tax revenues by the State in
1993 eliminated the revenue source used by the County to support
the operation and maintenance of the bridges; and
WHEREAS, Caltrans and County engineers determined in January
1994 that proposals to fund bridge operation by collecting tolls
were infeasible due to unreasonable levels of traffic delay and
safety that would be created if tolls were implemented; and
WHEREAS, a motor vehicle license fee of up to $2.00 per
vehicle and a vessel fee of up to $10.00 per vessel is considered
to be the most equitable method to fund bridge operation and
maintenance;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Alameda that the City Council hereby supports AB 3159 (Lee).
BE IT FURTHER RESOLVED that the City Clerk is hereby directed
to forward a certified copy of this resolution to the Governor,
State Assemblywoman Barbara Lee and State Assemblyman Richard Katz.
I, the undersigned, hereby certify that the foregoing Resolution
was,duly and regularly adopted and passed by the Council of the
City of Alameda in regular meeting assembled on the 231-1L day of
April , 1994, by the following vote to wit:
AYES: Councilmembers Appezzato, Lucas, Roth and
President Withrow - 4.
NOES: Councilmember Arnerich - 1.
ABSENT: None.
ABSTENTIONS: None.
