Resolution 12523CITY OF ALAMEDA RESOLUTION NO. 12523 AUTHORIZING APPLICATION FOR SPARE FERRY VESSEL UNDER TRANSIT CAPITAL IMPROVEMENT (TCI) PROGRAM WHEREAS, on October 23, 1989, in response to the collapse of the Bay Bridge and 1-880 Cypress structure, an emergency ferry service was begun between Alameda Main Street and San Francisco; and WHEREAS, the City of Alameda secured funding to extend ferry service between Alameda Main Street and San Francisco until March 1994, and has continued to request operating subsidies for this service; and WHEREAS, in March 1991, the Harbor Bay Maritime Service began and is under City of Alameda sponsorship; WHEREAS, the TCI program provides 50% funding of nonfederal project monies with the remaining 50% being shared between the City and the developers/operators; and WHEREAS, the City's share of the Alameda Municipal Spare Ferry Vessel purchase will be provided by Harbor Bay Maritime private funds; and WHEREAS, ferry passenger service can provide a safe, economical, and environmentally sound commute alternative for Alamedans and the City's identity and character can be strengthened by the stronger water orientation that a ferry system promotes; and WHEREAS, continued operation and enhancement of ferry service from Alameda ferry services will require a spare vessel; NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Alameda, that said Council authorize staff to apply for TCI funds for a Spare Ferry Vessel; BE IT FURTHER RESOLVED, that said Council hereby guarantees matching funds, as hereinabove described, for said projects; BE IT FURTHER RESOLVED, that the City Manager is authorized to submit and carry out the proposed programs and projects.
