Resolution 12568CITY OF ALAMEDA RESOLUTION NO. 12568 OPPOSING THE NAVY REJECTION BY CONCORD NAVAL WEAPONS TO OPERATE THE NAVAL AVIATION DEPOT (NADEP) GUN TEST AND REPAIR FACILITY WHEREAS, in March, 1994, the City Council of the City of Alameda sent a letter of support to the Naval Aviation Depot (NADEP) in support of the transfer of workload and personnel to Concord Naval Weapons Station to lease the (NADEP) Gun Test and Repair Facility to Concord on an interim basis until the drawdown becomes complete and/or a longer term lease could be negotiated with the City of Alameda/Alameda Reuse and Redevelopment Authority; and WHEREAS, correspondence from NADEP Commanding Officer, S.C. Heilman has been received by the Executive Director of the Alameda Reuse and Redevelopment Authority, informing the Authority that the legal counsel in the Naval Air Systems Command Headquarters has determined that the City's approach violates the spirit and intent of the 1993 Base Realignment and Closure process, which mandates Navy workload to cease in Alameda; and WHEREAS, NADEP has now ceased efforts to transfer the workload to the Concord Naval Weapons Station. NOW, THEREFORE, BE IT RESOLVED by the City Council of the Cf. City of Alameda that the Council's opposition to the Navy's rejection of Concord Naval Weapons Station to operate the Naval m Aviation Depot (NADEP) Gun Test and Repair Facility be known by the-< legal counsel in the Naval Air Systems Command. BE IT FURTHER RESOLVED that Concord Naval Weapons Station's use of the Gun Test and Repair Facility is in the spirit of the base closure process since it promotes economic resue of the facility. BE IT FURTHER RESOLVED by the City Council of the City of Alameda that said City Council pursue actions that will support the transfer of the NADEP workload at the Gun Test and Repair Facility to the Concord Naval Weapons System. BE IT FURTHER RESOLVED that the City Council go on record to support retention of the Gun Test and Repair Facility in Alameda and retention of all facility equipment. BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to S.C. Heilman, Captain, USN, and Commanding Officer of NADEP, the Naval Air Systems Command Headquarters Legal Counsel, and Commander Marshall Graves, Jr., Director of Conversion and Reuse. I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in regular meeting assembled on the 16th day of August , 1994, by the following vote to wit: AYES: Councilmembers Appezzato, Arnerich, Lucas, Roth and President Withrow - 5.
