Resolution 12586problems, generated CITY OF ALAMEDA RESOLUTION NO. 12586 OPPOSING THE STATE'S APPROPRIATION OF ANY ADDITIONAL LOCAL REVENUES WHEREAS, in an attempt to deal with the State budget past State Legislatures have chosen to divert locally revenues from local governments to State programs; and WHEREAS, Alameda with other California cities have lost approximately $527 million of locally generated revenues, primarily property taxes, due to the appropriation of those funds by the State Legislature since fiscal year 1991-92; and WHEREAS, the result has been that cities have been forced to close libraries, reduce personnel and diminish vital services to citizens; and WHEREAS, these impacts have varied with respect to each city within California, however, these reductions have been significant for the City of Alameda and other cities across the State; and WHEREAS, these locally generated funds, which diverted from the City of Alameda and other cities in would have been used to provide direct citizen program and WHEREAS, these services, including police services, libraries and recreation programs, would community of Alameda and all other communities within retain existing businesses, attract new businesses and the recovery of California's economy. have been the State services; and fire help the the State stimulate NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Alameda that the City of Alameda hereby opposes any further State appropriation of local revenues. BE IT FURTHER RESOLVED that the City Clerk is hereby directed to forward a certified copy of this resolution to the Governor, Lt. Governor, Secretary of State and Controller, President pro-tempore of the Senate, Speaker of the Assembly, and the League of California Cities. I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in regular meeting assembled on the 15th day of November , 1994, by the following vote to wit: AYES: Councilmembers Appezzato, Arnerich, Roth and President Withrow - 4.
