AUTHORIZING THE CITY MANAGER TO EXECUTE AGREEMENTS PROVIDING
REIMBURSEMENT FOR UNSERCURED PERSONAL PROPERTY TAXES TO CERTAIN
BUSINESSES THAT LOCATE AT THE NAVAL AIR STATION
WHEREAS, the City of Alameda receives a portion of
certain property taxes imposed by the State of California and
collected on the State's behalf by the County of Alameda and such
taxes are deposited in the City's General Fund; and
WHEREAS, the City of Alameda wishes to encourage
businesses to sign interim leases with the Alameda Reuse and
Redevelopment Authority in order to assist the economic recovery
following closure of the Naval Air Station; and
WHEREAS, the potential that interim lessees will have to:,
pay possessory interest tax or taxes on the unsecured property roll
may inhibit businesses from locating at the Naval Air Station and:
it is in the City's interest to eliminate such inhibition to
facilitate job creation and possibly sales tax revenue.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Alameda hereby authorizes the City Manager to execute
agreements with businesses locating at the Naval Air Station
pursuant to interim leases with the Alameda Reuse and Redevelopment
Authority by which the City will agree to reimburse such businesses
for payment to the County of Alameda of that portion of possessory
interest tax or tax on the unsecured tax roll that is allocated to
the City under such terms and conditions as the City Manager
determines will best meet the interests of the City in guaranteeing
job creation and sales tax revenue generation.
I, the undersigned, hereby certify that the foregoing Resolution
was duly and regularly adopted and passed by the Council of the
City of Alameda in regular meeting assembled on the 5th day of
September , 1995, by the following vote to wit:
AYES: Councilmembers Arnerich, DeWitt, Lucas,
Mannix and President Appezzato - 5.
NOES: None.
ABSENT: None.
ABSTENTIONS: None.
