Resolution 12725CITY OF ALAMEDA RESOLUTION NO. 12725 AMENDING MASTER FEE RESOLUTION NO. 12191 BY ESTABLISHING BUILDING, EXCAVATION AND GRADING PERMIT FEES AND BY ESTABLISHING AN ANNUAL BOARDED BUILDING AND VACANT PARCEL MONITORING FEE WHEREAS, the Alameda Municipal Code and the California Government Code provide that the City Council may set fees for reasonable costs of providing various services by resolution; and WHEREAS, the City Council, at the August 27, 1991 Special Council meeting, directed City staff to amend the Alameda Municipal Code to reflect that City fees shall be set by City Council resolution; and WHEREAS, the City Council, at the January 21, 1992 City Council meeting adopted Master Fee Resolution No. 12191, codifying existing fees for various City services and permits; and WHEREAS, the Building Inspection Division is currently operating at a deficit and it is proposed to increase the building permit, excavation plan check and excavation permit fees to conform with Schedule 1-A, Table A-33-A and Table A-33B, respectively, of the 1994 Uniform Building Code to both reduce the deficit and so that these fees in Alameda will be similar to fees charged in other communities; and WHEREAS, the City Council, at the September 19, 1995 City Council meeting directed City staff to establish an annual boarded building and vacant parcel monitoring fee on owners of long-term vacant parcels and boarded buildings which are not under repair or actively offered for sale, lease or rent. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Alameda that the following Schedule of Building Permit Fees shall be imposed: SCHEDULE OF BUILDING PERMIT FEES (Effective January 1996) TOTAL VALUATION FEE $1 to $500 $21.00 $501 to $2000 $21.00 for the first $500 plus $ 2.75 for each additional $100 or fraction thereof $2,001 to $25,000 $62.25 for the first $2,000 plus $12.50 for each additional $1000 or fraction thereof $25,001 to $50,000 $349.75 for the first $25,000 plus $ 9.00 for each additional $1000 or fraction thereof $50,001 to $100,000 $574.75 for the first $50,000 plus $ 6.25 for each additional $1000 or fraction thereof $100,001 to $500,000 $887.25 for the first $100,000 plus 1,001 to 10,000 Cubic Yards $ 117.00 for the first 1,000 Cubic Yards plus $9.00 for each additional 100 Cubic Yards or fraction thereof 10,001 to 100,000 Cubic Yards $ 5.00 for each additional $1000 or fraction thereof $500,001 to $1,000,000 $2,887.25 for the first $500,000 plus $ 4.25 for each additional $1,000 or fraction thereof $1,000,000 AND UP $5,012.25 for the first $1,000,000 plus $ 2.75 for each additional $1,000 or fraction thereof NOW, THEREFORE, BE IT FURTHER RESOLVED by the Council of the City of Alameda that the following Excavation and Grading Permit Fees shall be imposed: SCHEDULE OF EXCAVATION AND GRADING PERMIT FEES (Effective January, 1996) CUBIC YARDS FEES 50 Cubic Yards or Less $ 15.00 51 to 100 Cubic Yards $ 22.50 101 to 1,000 Cubic Yards $ 22.50 for the first 100 Cubic Yards plus $10.50 for each additional 100 Cubic Yards or fraction thereof 1,001 to 10,000 Cubic Yards $ 117.00 for the first 1,000 Cubic Yards plus $9.00 for each additional 100 Cubic Yards or fraction thereof 10,001 to 100,000 Cubic Yards $ 198.00 for the first 10,000 Cubic Yards plus $40.50 for each additional 10,000 Cubic Yards or fraction thereof 100,001 Cubic Yards or More $ 562.50 for the first 100,000 Cubic Yards plus $22.50 for each additional 10,000 Cubic Yards or fraction thereof Plan Review Fees 100% of Permit Fees NOW, THEREFORE, BE IT FURTHER RESOLVED by the Council of the City of Alameda that the following monitoring fee relating to vacant and boarded buildings shall be imposed on owners of long- term vacant parcels and boarded buildings, unless the owner has obtained a fee waiver under Alameda Municipal Code Section 13 -12.3. ANNUAL MONITORING FEE - BOARDED BUILDING AND VACANT PARCELS (Effective January, 1996) Monitoring fee $400.00 per building or parcel BE IT FURTHER RESOLVED that pursuant to Ordinance No. 1928, that City fees are subject to administrative adjustments not greater than 59,5 annually over the existing recovery levels; BE IT FURTHER RESOLVED that all fees established by resolution which are inconsistent with the fees established by this resolution are hereby repealed. BE IT FURTHER RESOLVED that this Resolution shall not become effective until the effective date of the adoption of required implementing ordinances.
