Resolution 12740CITY OF ALAMEDA RESOLUTION NO. 12740 AUTHORIZING TRANSFER OF FUNDS FROM CIP 91-5 TO CIP 94-11 FOR AN OPEN MARKET PURCHASE OF SIX ELECTRIC VEHICLES FROM THE MANUFACTURER - U.S. ELECTRICAR WHEREAS, the Bay Area Air Quality Management District (BAAQMD) has provided the City of Alameda with $120,000 in funds for the purchase of six electric vehicles; and WHEREAS, there are $40,000 funds available in the City of Alameda CIP 91-5 (PACERS) budget to be transferred to CIP 94-11 (Electric Vehicles) for the purchase of electric vehicles; and WHEREAS, the Bureau of Electricity has committed to providing $10,000 for the purchase of electric vehicles and other services toward the electric vehicle program; and WHEREAS, five (5) S-10 pick-up trucks and one (1) GEO Prizm sedan electric conversions are available from the manufacturer, U.S. Electricar; and WHEREAS, these vehicles are the best option for electric vehicles available to the City at this time and can be obtained at a considerable savings to the City through this purchase; and WHEREAS, Section 3-15 of the City Charter provides that the City Council, by four affirmative votes, can authorize an open market purchase if it determines that the materials or supplies can be purchased at a lower price in the open market; and WHEREAS, the City Council has determined that all other practical alternatives were examined and that these vehicles are the best option for electric vehicles available to the City of Alameda at this time which can be purchased at the lowest price available through an open market purchase directly from the manufacturer, U.S. Electricar. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Alameda that $40,000 shall be transferred from CIP 91-5 (PACERS) to CIP 94-11 (Electric Vehicles) and pursuant to Section 3-15 of the City Charter, the Engineering Department, in cooperation with the Finance Director, is hereby authorized to purchase five (5) S- 10 pick-up electric conversions and one (1) GEO Prizm sedan electric conversion from U.S. Electricar. I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in regular meeting assembled on the 20th day of February , 1996, by the following vote to wit: AYES: Councilmembers Arnerich, DeWitt, Lucas, Mannix and President Appezzato - 5.
