SUPPORTING ASSEMBLY BILL 2828 REQUIRING THE
RETURN OF A PORTION OF SURPLUS STATE REVENUES
TO CITIES AND COUNTIES TO REPAY FOR PROPERTY
TAX LOSSES
WHEREAS, since 1992, State Government has diverted
hundreds of millions of dollars in property taxes away from cities
and counties to balance the State Budget; and
WHEREAS, the League of California Cities data indicates
that the losses for the City of Alameda are more than $2.5 million
per year; and
WHEREAS, the State's decision to deprive cities of
property taxes needed for vital local services constitutes a
shortsighted and counterproductive policy; and
WHEREAS, there is an indication that the recession is now
over and Sate revenues are growing; and
WHEREAS, Assembly Bill 2828 (Sweeney), commencing with
the 1995-96 fiscal year, will require that on an annual basis a
percentage of surplus state revenues shall be returned to cities
and counties to repay property tax losses.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Alameda hereby supports Assembly Bill 2828 and any
other legislation that would require the return of a portion of
surplus State revenues to cities and counties to repay for property
tax losses.
BE IT FURTHER RESOLVED that the City Clerk is hereby
directed to forward a Certified Copy of this Resolution to
Assemblymember Sweeney, Assemblymember Lee, Susan Hammer, Mayor,
City of San Jose, League of California Cities and Independent
Cities Association.
I, the undersigned, hereby certify that the foregoing
Resolution was duly and regularly adopted and passed by the Council
of the City of Alameda in regular meeting assembled on the 19th
