OPPOSING DEANNEXATION OF VISTA COLLEGE FROM
THE PERALTA COLLEGE DISTRICT
AND AB2333
WHEREAS, in 1995, a petition was filed with the Alameda
County Board of Education proposing the formation of a new, small
Vista College District consisting of Berkeley, Albany and
Emeryville; and
WHEREAS, this "deannexation" would leave a smaller
Peralta College District comprised of Oakland, Piedmont and
Alameda; and
WHEREAS, deannexation of Vista College from the Peralta
District would lead to budget deficits in the Peralta District of
$2.2 - $3.4 million annually, according to Peralta Chancellor Al
Harrison; and
WHEREAS, deannexation of Vista College from the Peralta
District would lead to layoffs of faculty and staff and
deterioration of educational programs throughout the Peralta
District, including the College of Alameda; and
WHEREAS, deannexation of Vista College from the Peralta
District could lead to higher property taxes in Alameda; and
WHEREAS, AB2333 (Bates) allows the California Community
Colleges Board of Governors .to decide who will vote on
deannexations.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Alameda opposes deannexation of Vista College and the
legislation (AB2333) which is necessary for deannexation to occur.
BE IT FURTHER RESOLVED that the voters of Alameda be
included in any decisions involving deannexation of Vista C011ege
Measure B Bond money.
BE IT FURTHER RESOLVED that the City Clerk is hereby
directed to forward a certified copy of this resolution to State
Assemblyman Tom Bates, State Assemblywoman Barbara Lee and State
Senator Nicholas C. Petris.
I, the undersigned, hereby certify that the foregoing
Resolution was duly and regularly adopted and passed by the Council
of the City of Alameda in regular meeting assembled on the 2nd
day of July , 1996, by the following vote to wit:
AYES: Councilmembers Arnerich, DeWitt, Mannix
and President Appezzato - 4.
NOES: None.
ABSENT: Councilmember Lucas - 1.
ABSENTENTIONS: None.
