Resolution 12840CITY OF ALAMEDA RESOLUTION No.12840 APPROVING GENERAL PLAN AMENDMENT, GPA-96-4, TO AMEND GENERAL PLAN GUIDING POLICIES 3.2.F and 6.1.H TO ALLOW FLEXIBILITY IN THE LOCATION OF A GREENWAY ALONG ATLANTIC AVENUE BETWEEN MAIN STREET AND SHERMAN STREET WHEREAS, an application was made on June 20, 1996, by the City of Alameda Community Improvement Commission, requesting a General Plan Amendment to allow flexibility in the location of a greenway along Atlantic Avenue between Main Street and Sherman Street, rather than requiring it to be on the unused railroad right-of-way; and WHEREAS, the subject area is designated Parks and Public Open space on the General Plan Diagram; and WHEREAS, the subject area adjoins areas designated in the General Plan as Medium-Density Residential, General Industry, Public/Institutional/School, Community Commercial, and Business Park; and WHEREAS, the subject area is located within the boundaries of the Business and Waterfront Improvement Project (BWIP) area; and WHEREAS, the proposed amendment is necessary to enable the orderly development of land along Atlantic Avenue in accordance with policies of the General Plan; and WHEREAS, pursuant to a Categorical Exemption, Minor Alterations to Land adoption by the Planning environmental impacts for and the California Environmental Quality Act, under the CEQA Guidelines Section 15305, Use Limitations, has been recommended for Board and is adequate in addressing the the proposed General Plan text amendment; WHEREAS the Planning Board of the City of Alameda held a public hearing on this General Plan Amendment on October 28, 1996, and recommended that the City Council approve General Plan Amendment, GPA-96-4; and WHEREAS, the City Council held a public hearing on this General Plan Amendment on November 19, 1996, and has examined pertinent maps, drawings, and documents and has considered written comments and testimony received during the public hearing; and WHEREAS, the City Council has made the following findings: 1. The proposed General Plan text amendment is consistent with the rest of the General Plan. 2. The proposed General Plan text amendment will have no significant adverse effects on the environment. 3. The proposed General Plan text amendment will have no significant adverse effects on the general welfare of the community. 4. The proposed General Plan text amendment is necessary to enable the appropriate development and maintenance of property in the City. 5. The proposed General Plan text amendment is in the public interest. NOW, THEREFORE, BE IT RESOLVED that he Council of the City of Alameda finds that the project is Categorically Exempt, under the CEQA Guidelines Section 15305 Minor Alterations to Land Use Limitations. BE IT FURTHER RESOLVED that the Council of the City of Alameda hereby approves General Plan Amendment, GPA-96-4, to amend the General Plan policies 3.2.f and 6.1.h, to enable flexibility in the location of the greenway along Atlantic Avenue, as follows: "3.2.f Work to establ!.,,1 continuous greenways adjoining Main Street and Atlantic Avenue extending east through the railroad yard to Sherman Street, provided that the greenway design on each parcel allows for connection throughout the length of the greenway." "6.1.h Develop a continuous greenway, east of Main Street north of Atlantic Avenue, and along the general alignment of the railroad right-of-way between Webster Street and Sherman Street, provided that the greenway design on each parcel allows for connection throughout the length of the greenway." I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in regular meeting assembled on the 19th day of November , 1996, by the following vote to wit: AYES: Councilmembers Arnerich, DeWitt, Lucas and President Appezzato - 4.
