Resolution 12862CITY OF ALAMEDA RESOLUTION NO. 1 2 8 6 2 AUTHORIZING APPLICATIONS FOR GRANT FUNDS PROM USED OIL RECYCLING FUNDS UNDER THE USED OIL RECYCLING ENHANCEMENT ACT FOR FISCAL YEARS 1997-2000 AND AUTHORIZING THE PUBLIC WORKS DIRECTOR TO EXECUTE ALL REQUIRED CONTRACTS AND DOCUMENTS WHEREAS, the people of the State of California have enacted the California Oil Recycling Enhancement Act which provides funds to cities and counties for establishing and maintaining local used oil collection programs that encourage recycling or appropriate disposal of used oil; and WHEREAS, the California Integrated Waste Management Board has been delegated responsibility for administration of the program within the state, setting up necessary procedures governing application by cities and counties under the program; and 10 WHEREAS, the City of Alameda will enter into an agreement with the State of California for II- < development of the project. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Alameda as follows: 1. That the submittal of grant applications to the California Integrated Waste Management Board for all available grants under the California Oil Recycling Enhancement Act is authorized for the period of March 1, 1997 through February 28, 1999. 2. That the Public Works Director or his designee is hereby authorized and empowered to execute in the name of the City of Alameda all necessary applications, contracts, payment requests, agreements and amendments hereto for the purposes of securing grant funds, and to implement and carry out the purposes specified in the grant applications. 3. That the City of Alameda authorizes the participation in cooperative project(s) with the City of Oakland acting in the lead capacity and further authorizes 20% of the total 1997/2000 Used Oil Recycling Block Grant (Fifth Cycle) funds for which the City of Alameda is eligible, be appropriated to the City of Oakland to implement said project(s). 4. The City of Oaldand is hereby authorized and empowered to execute all necessary applications, contracts, payment requests, agreement and amendments hereto for the purpose of securing the above mentioned grant funds and to implement and carry out the Cooperative Project(s). I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in regular meeting assembled on the 1st day of April , 1997, by the following vote to wit: AYES: Councilmembers Daysog, DeWitt, Kerr, Lucas and President Appezzato - 5.
