Resolution 129210 CITY OF ALAMEDA RESOLUTION NO. 12921 APPROVING A NEGATIVE DECLARATION, IS- 96 -14, FOR THE TEMPORARY RELOCATION OF THE ALAMEDA MAIN LIBRARY TO THE WEST WING OF THE CENTRAL BUILDING OF THE HISTORIC ALAMEDA HIGH SCHOOL WHEREAS, the City of Alameda desires to move the Main Library temporarily from its present location in the Carnegie Library Building, in order for the structure to be upgraded in compliance with the City's Unreinforced Masonry Building Ordinance; and WHEREAS, the City Council has determined that the west wing of the central building of the historic Alameda High School is the most feasible site for this temporary relocation; and WHEREAS, a proposed Negative Declaration was circulated for public comment between May 23 and June 18, 1997, and no comments were received; and WHEREAS, the Planning Board of the City of Alameda held a public hearing on July 28, W1997, and approved a Negative Declaration of Environmental Impact based on IS 96 -14; and Cc WHEREAS, the City Council held a public hearing on this application on August 19, 1997, �► © and has examined pertinent maps and documents and has considered the testimony received during 4t the public hearing; and WHEREAS, the City Council has made the following findings: The project does not have the potential to substantially degrade the quality of the environment, substantially reduce the habitat of a fish or wildlife species, cause a fish and wildlife population to drop below self- sustaining levels, threaten to eliminate a plant or animal community, reduce the number or restrict the range of a rare or endangered plant or animal, or eliminate important examples of the major periods of California history or prehistory, because no known significant biological resources would be affected by this project, and because the City will design the interior changes to the structure in a manner that protects its historic character. 2. The project does not have the potential to achieve short term, to the disadvantage of long term, environmental goals, because the temporary relocation of the Main Library into the historic high school would have positive long -term impacts since the project would remodel a now unused historic building so that it can be reused for educational purposes, in a manner consistent with its historic character. The project does not have possible environmental effects which are individually limited but cumulatively considerable, because the project would not affect any known significant environmental resources except the historic resources at the high school, where the remodeling would be done in a manner that would enhance the building's historic character. 4. The project does not have environmental effects which will cause substantially adverse effects on human beings, either directly or indirectly, because there would be no increase in earthquake or other natural hazards as a result of the project, and any ha77rdous materials which remain, such as tile flooring, would be encapsulated or removed as part of the remodeling process. NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Alameda hereby approves a Negative Declaration, IS- 96 -14, a finding that there will be no significant impacts on the environment. NOTICE. This decision by the City Council regarding an appeal of call for review is final as of the date of this Resolution unless judicial review is initiated pursuant to California Code of Civil Procedure Section 1094.5. Any such petition for judicial review is subject to the provisions of California Code of Civil Procedure Section 1094.6 after the date of this decision.
