AUTHORIZING EXECUTION AND FILING OF AN APPLICATION WITH
METROPOLITAN TRANSPORTATION COMMISSION (MTC) TO PROGRAM
REGIONAL IMPROVEMENT PROGRAM FUNDS INTO 1998 REGIONAL
TRANSPORTATION IMPROVEMENT PROGRAM (RTIP) FOR 1-880
BROADWAY/JACKSON RAMPS AND PURCHASE A REFURBISHED FERRY
VESSEL
WHEREAS, Senate Bill (SB) 45 (Chapter 622, Statutes 1997)
substantially revised the process for estimating the amount of
state and federal funds available for transportation projects in
the state and for appropriating and allocating the available
funds to these projects; and
WHEREAS, as part of that new process, the Metropolitan
Transportation Commission (MTC) is responsible for programming
projects eligible for Regional Improvement Program funds,
pursuant to Government Code Section 14527(b), for inclusion in
the Regional Transportation Improvement Program (RTIP), and
submission to the California Transportation Commission (CTC), for
inclusion in the State Transportation Improvement Program (STIP);
and
WHEREAS, MTC has requested eligible transportation project
sponsors to submit applications nominating projects to be
programmed for Regional Improvement Program funds in the 1998
RTIP; and
WHEREAS, applications to MTC must be submitted consistent
with procedures, conditions, and forms it provides transportation
project sponsors; and
WHEREAS, the City of Alameda is a sponsor of transportation
projects eligible for Regional Improvement Program funds; and
WHEREAS, Attachment A to this resolution, attached hereto
and incorporated herein as set forth at length, lists the
projects, purposes, schedules and budgets for which the City of
Alameda is requesting that MTC program Regional Improvement
Program funds for inclusion in the 1998 Regional Transportation
Improvement Program; and
WHEREAS, Attachment B to this resolution, attached hereto
and incorporated herein as though set forth at length, includes
the certification by the City of Alameda of assurances required
by SB 45, including the commitment to the project scope and
schedule with the programmed state funds, in order to qualify the
projects listed in Attachment A for programming by MTC.
NOW, THEREFORE BE IT RESOLVED, that the City of Alameda
authorizes its City Manager to execute and file an application
with MTC to program Regional Improvement Program funds into the
1998 Regional Transportation Improvement Program, for the
projects, purposes and amounts included in Attachment A of this
resolution.
BE IT FURTHER RESOLVED, that the City of Alameda approves
the assurances set forth in Attachment B of this resolution; and
BE IT FURTHER RESOLVED, that a copy of this resolution shall
be,transmitted to MTC in conjunction with the filing of the City
of Alameda application referenced herein.

Transportation Problem to be Addressed bv the Proposed Project:
The proposed project will help reduce congestion along a major interchange which impacts not only
major arterials (Broadway, Webster Street, Harrison Street, and 5th Street) but also impacts the 1-
980 to 1-880 interchange. Relief of congestion is primarily accomplished by eliminating constraints
to existing facilities rather than by building new facilities. The improvements will provide direct
link to the regional freeway system. 1-880 corridor is also one of the oldest segments of freeways
in northern California. As such, it suffers from numerous non-standard ramp and freeway
interchange features. This project will extend the newly built Cypress Freeway enhancements by
modernizing this freeway interchange. This project is, therefore, a very cost effective means of
managing our existing system that will help deter the need for building major new infrastructure.

Description of Project Limits:
Along 880SB from Adeline on-ramp to 23rd Avenue off-ramp
Description of Project Scope:
State Route 260/61 provides access from the west end of Alameda which includes Alameda Point.
former NAS and Fleet & Industrial Supply Center (FISC) site, to both 1-880 and 1-980 via the
Broadway/Jackson Interchange. This interchange also provides direct access from Oakland's
Chinatown, Jack London Square, City Center and downtown areas. These existing facilities no
longer have the capacity to efficiently handle the over 61,000 daily vehicles that use these old and
outdated ramps. The two key intersections of 7th Street/Harrison Street and Broadway/5th Street
operate at poor levels of service during the peak periods.
The ramps, along with the terminus weaves/merges, also operate at poor service levels. In addition,
access from SR 260/61 to 1-880/980 is not direct. Much of the inbound traffic must traverse Oakland
surface streets to access the tubes at Broadway and outbound traffic must make a series of turn
movements through heavy pedestrian corridors to access 1-880.
Description of Project Benefits:
The project benefits are two fold. First, the project will improve circulation and access between I-
880/980 and the City of Oakland's Civic Center and Chinatown areas. the Port of Oakland's Jack
London Sqn2re area, and the west end of Alameda including Alameda Point (former Alameda Naval
Air Station [NASD by improving the 1880/980 Broadway/Jackson Interchange and to achieve goal
of the Estuary Plan. The affected ramps are heavily utilized with over 61,000 daily trips. The ramp
termini are at 5th Street/Broadway, 6th. Street/Broadway, 5th Street/Jackson Street, 6th
Street/Jackson Street, and Oak Street/Jackson Street. SR 260/61 (which includes the Webster
Street/Posey Tubes) connects to this interchange via 7th Street and Harrison Street.
Secondly, the project will also improve access from Oakland's Fruitvale Transit Village and
Alameda's Park Street District to 1-880 at High Street by eliminating congestion in the High Street
corridor including ramp backup onto the freeway.

on the present ferry boat, 3) accommodate anticipated ferry ridership growth and 4) improve ferry
service reliability.

Description of Project- Scope:
Project involves the purchase, repowering and refurbishment of a 26 knot catamaran ferry boat. The
vessel will be refitted with state of the art diesel engines rated at 1650 horsepower per engine. The
new engines will allow the new vessel to maintain maximum speed when fully loaded with-
passengers. To accommodate the larger engines, the hull will be lengthened by 9 feet. New reduction
gears, propellers, instrument gauges, system alarms, cooling and exhaust systems will be installed.
The repowered vessel will provide improved reliability, greater carrying capacity and more efficient
operation through the reduced utilization of back-up boats.
Description of Project Benefits:
The project would: 1) relieve current overcrowding on the present ferry boat, 2) relieve congestion
on the 1880 corridor and the Bay Bridge, 3) accommodate anticipated ferry ridership growth and 4)
improve ferry service reliability.

TO WHOM IT MAY CONCERN:
This communication will serve as the requisite opinion of counsel
in connection with the application of the City of Alameda for an
allocation of State Transportation Improvement Program (STIP) for
1-880 Broadway/Jackson Ramps (Preliminary Engineering and.
Environmental only) and. Purchase of a Refurbished Ferry Vessel
made available pursuant to Streets and Highway Code sections
30892, 30893, 30913 and 30914.
1. The City of Alameda is authorized to carry out the
activities associated with the project for which an
allocation of funds is requested.
2. The City of Alameda is an eligible applicant for STIP
funds in accordance with the provisions of Streets and
Highways Code sections 30892, 30893, 30913 and 30914.
3. I have reviewed the pertinent state and local laws and
I am of the opinion that there is no legal impediment
to the City of Alameda making applications for STIP
funds for 1-880 Broadway/Jackson Ramps (preliminary
engineering and environmental only). Furthermore, as a
result of my examination, I have determined that there
is no pending or threatened litigation which might in
any way adversely affect the proposed projects or the
ability of the City of Alameda to carry out such
projects.
