Resolution 12979CITY OF ALAMEDA RESOLUTION NO. 1 2 9 7 9 AUTHORIZING OPEN MARKET PURCHASE FROM AMERITECH, PURSUANT TO SECTION 3-15 OF THE ALAMEDA CITY CHARTER, FOR AN INTEGRATED INFORMATION SYSTEM FOR THE ALAMEDA FREE LIBRARY WHEREAS, in 1991, the City entered into a purchase agreement with DYNIX, Inc. now Ameritech) for an integrated automation system of hardware and software; and WHEREAS, the hardware has since become obsolete and the City has a license to use the software and has continued to update its software since the original purchase; and WHEREAS, the software database contains all records of books, periodicals and current/historical patron information; and WHEREAS, in order to continue to operate existing software, provide adequate technology for future upgrades, participate in the Bay Area Library and Information System ("BALIS") , Automated Linked Catalog Project and receive integrated system support (service, training and updates for both hardware and software), the City must purchase compatible hardware from its existing supplier; and WHEREAS, Ameritech is the existing supplier and the City Council finds that purchase from this sole source provides the lowest price; and WHEREAS, Section 3-15 of the City Charter provides that the City Council, by four votes, can authorize an open market purchase it if determines that the materials or supplies can be purchased at a lower price in the open market; and WHEREAS, the City Council has determined that all other practical alternatives were examined and that the hardware for an integrated infoimation system for the Library for use with its existing software to achieve integrated system support is the best option available to the City of Alameda at this time which can be purchased at the lowest price available through an open market purchase directly from Ameritech. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Alameda that pursuant to Section 3-15 of the City Charter, and by four votes, the City Council hereby authorizes the Library Director or his/her representative to purchase an integrated automation system in the open market for the Library's Infoimation System from Ameritech at a cost of $168,997 with annual maintenance (support) at a cost of $24, 059. I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in regular meeting assembled on the 7th day of April , 1998, by the following vote to wit: AYES: Councilmembers Daysog, DeWitt, Kerr, Lucas and President Appezzato - 5.
