Resolution 12987CITY OF ALAMEDA RESOLUTION NO.12 9 8 7 SUPPORTING AB 2586(ORTIZ) REGARDING CONTROL OVER AMBULANCE SERVICES WHEREAS, the Emergency Medical Services System and the Prehospital Emergency Medical Care Personnel Act authorizes the local Emergency Medical Services agency to select an exclusive provider of pre-hospital emergency medical transportation services ("ambulance") for the unincorporated area of the county and all cities within the county that did not provide ambulance service as of June 1, 1980; and WHEREAS, a county-wide contract for ambulance services does not necessarily take into account the unique geographical, social and environmental circumstances of each city covered by that contract thereby failing to respond to the public safety concerns of those communities; and WHEREAS, in order to ensure that quality, responsive emergency ambulance services are afforded to all Californians, cities and fire districts should be allowed to determine the best way of providing ambulance services to the communities they serve, subject to medical control and oversight by the local emergency medical services agency; and WHEREAS, the City of Alameda has provided ambulance services through its Fir Department within its incorporated boundaries since 1984; and WHEREAS, the service provided by the Fire Department is responsive to the peculiar and specific needs of the Alameda community, specifically that Alameda is an island connected to Oakland by a system of bridges and tunnels which significantly impede emergency vehicle access and passage; and WHEREAS, the City Council believes it is in the best interest of the Alameda community to continue providing ambulance services through its Fire Department. NOW, THEREFORE, BE IT RESOLVED THAT the City of Alameda hereby endorses and supports the passage of AB 2586(Ortiz) by the Legislature. BE 11 FURTHER RESOLVED that City Staff be directed to work with Assembly Member Ortiz on amendments which would tailor this legislation to Alameda's specific needs. BE IT FURTHER RESOLVED that the City Clerk is hereby directed to forward a certified copy of this resolution to the Chair and Committee members hearing the bill and to the Governor, the president pro tempore of the Senate, the Speaker of the Assembly and Assembly Member Ortiz. I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in regular meeting assembled on the 19th day of May , 1998, by the following vote to wit: AYES: Councilmembers Daysog, DeWitt, Kerr, Lucas and President Appezzato - 5.
