Resolution 13009CITY OF ALAMEDA RESOLUTION NO.13 0 0 9 AUTHORIZING OPEN MARKET PURCHASE FROM PRINCIPAL DECISION SYSTEMS INTERNATIONAL, PURSUANT TO SECTION 3 -15 OF THE ALAMEDA CITY CHARTER, FOR AN AUTOMATED CONSTANT STAFFING AND DATA MANAGEMENT SYSTEM FOR THE ALAMEDA FIRE DEPARTMENT WHEREAS, the Alameda Fire Department has immediate need for an automated scheduling and record management system; and WHEREAS, Principal Decision Systems International (PDSI) of Irvine, California has developed TeleStaff TM, a turn key hardware and software system, specifically designed for managing fire department staffing and timely emergency recall; and WHEREAS, the TeleStaff TM system will `improve emergency staffing management while promoting staff efficiency, report timeliness and accuracy; and WHEREAS, the system is compatible with the City's finance and network systems, employing architecture allowing for future upgrades and integrated on -line system support, service, training and updates for both hardware and software; and WHEREAS, TeleStaff TM is being widely installed and utilized in the fire service industry and appears likely to become an industry standard; and WHEREAS, TeleStaff TM is the sole developer of the system type, and the City Council finds that purchase from this sole source provides the lowest price; and WHEREAS, Section 3 -15 of the City Charter provides that the City Council, by four votes, can authorize an open market purchase if it determines that the materials or supplies can be purchased at a lower price in the open market; and _ WHEREAS, the City Council has determined that all other practical alternatives were examined, and for the Fire Department to achieve improved effectiveness and delivery of emergency services, the automated Constant Staffing and Data Management system is the best option available to the City of Alameda at this time and can be purchased at the lowest price available through an open market purchase directly from TeleStaff TM NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Alameda that pursuant to Section 3 -15 of the City Charter, and by four votes, the City Council hereby authorizes the Fire Chief or his/her representative to purchase the automated Constant Staffing and Data Management System in the open market from PDSI TeleStaff TM at a cost of $30,550 with annual maintenance (support) at a cost of $3,000.
