AMENDING MASTER FEE RESOLUTION NO. 12191
BY INCREASING VARIOUS
CHUCK CORICA GOLF COMPLEX RATES
WHEREAS, the Alameda Municipal Code and the California Government Code
provide that the City Council may set fees for reasonable cost of providing various services by
resolution; and
WHEREAS, the City Council, at the August 27, 1991 Special City Council
meeting directed City staff to amend the Alameda Municipal Code to reflect that City fees shall
be set by City Council resolution; and
WHEREAS, Resolution No. 12191 ( "Master Fee Resolution "), as amended
w codifies existing fees for various City services and permits; and

WHEREAS, on November 18, 1998, proposed fee increases for various golf
as • complex rates were revised and passed by the Golf Commission, effective January 1, 1999; and
>- WHEREAS, the City Council has determined that the proposed golf complex rates
c) .� v are reasonable for providing municipal services; and

Q WHEREAS, the proposed fee increases are necessary to generate additional
revenue to repay the Driving Range debt service and to make various needed improvements to the
Chuck Corica Golf Complex.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Alameda
that the Chuck Corica Golf Complex rates, attached hereto as Attachment A, be amended.
BE IT FURTHER RESOLVED that the increases become effective January 11,
1999 with the exception of the Driving Range fees which will increase May 1, 1999; and
BE IT FURTHER RESOLVED that all fees established by Master Fee Resolution
No. 12191 and amended by Resolution No. 12800, adopted July 2, 1996 and Resolution No.
12942 adopted November 18, 1997, which are inconsistent with the fee established by this
Resolution are hereby repealed.

RE: Recommendation Amending Master Fee Resolution No. 12191 by Increasing Various_
Chuck Corica Golf Complex Rates.
BACKGROUND
Each January, the Golf Commission discusses and reviews possible fee changes for the Chuck
Corica Golf Complex. Revisions are then made and approved by the Golf Commission before
being presented to City Council for final adoption. This year, various fee changes were discussed
at the September and November Special Commission Workshop Meetings and are presented in
this report. The latest increases were adopted in January 1998.
DISCUSSION
The Commission voted unanimously to eliminate the annual golf passes and to increase daily
green fees on the Jack Clark, Earl Fry, and Mif Albright Courses. In addition, the Golf
Commission increased the Golf Tournament Pro Shop Prize Fund, cart rental, and created a
non - resident Junior rate. A new fee has been created to cover the administrative cost for the
annual Resident Identification Card.
-Due to customer volume, Fridays will be observed as weekend rates. The Golf Commission will
use the Consumer Price Index as an indicator for future fee increase proposals. Golf course fees
presently have been calculated based on a formula of 100 percent non - resident, 75 percent
resident, and 60 percent resident senior.
BUDGET/FINANCIALlMPACT
The increases will become effective January 11, 1999, with the exception of the Driving Range
fees which will increase May 1, 1999, if approved by City Council. As a result, this will
generate approximately $600,000 to $700,000 in revenues. These revenues will be used for the
funding of desperately needed Capital Improvement Projects at the Chuck Corica Golf Complex.
