Resolution 13168CITY OF ALAMEDA RESOLUTION NO. 1316 8 ESTABLISHING 2000, 2001 and 2002 GARBAGE RATES WHEREAS, in 1982 the City of Alameda entered into an agreement with the Oakland Scavenger Company, now known as Waste Management Company, for garbage collection for a 20 -year period; and WHEREAS, a Joint Refuse Rate Review Committee, comprised of representatives from local jurisdictions and special districts with franchise agreements with Waste Management Company reviews all rate increase applications; and WHEREAS, the Joint Refuse Rate Review Committee was dissolved in October 1997 and the remaining local jurisdictions still operating under their original franchise agreements with Waste Management Company for garbage services formed a joint powers authority known as the Solid Waste Advisory Committee; and WHEREAS, the Solid Waste Advisory Committee requested Waste Management Company to submit a rate application covering the remaining term of their franchise agreement with each respective member; and WHEREAS; i? has been found that it would be beneficial to include the cost of street litter can collection within the rate structure; and WHEREAS, it has been found that the revenue generated by the various surcharges for the senior discount, annual clean -up maintenance of the Doolittle Landfill, and for garbage service in City park facilities continues to be needed to cover expenses; and WHEREAS, the City Council finds that the garbage collection rates approved by this resolution provide Waste Management Company with a reasonable rate of return; and WHEREAS, Ordinance No. 2476, passed by the City Council on February 20, 1990, states that all subsequent rates for collection and disposal of garbage and refuse shall be set by Resolution of the City Council; and WHEREAS, Ordinance No. 2629, passed by the City Council on May 4, 1993, states that all subsequent changes to the method of collection of surcharges shall be set by Resolution of the City Council. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Alameda that the Council accepts and approves the increase in garbage collection rates and hereby establishes the Garbage collection rates, effective on February 1, 2000, respectively, as follows: Weekly Garbage Service 2000 Rates 2001 Rates 2002 Rates a) Micro -Can b) Mini -Can c) First 32- Gallon Can 14.01 /can /month. d) Each Additional Can 15.94 /can /month. e) Cubic Yard Rate 14.10 /cyd /pickup. f) Compacted Cubic Yard 30.31 /cyd /pickup. g) Drop Box Cubic Yard 28.26 /cyd /pickup. h) Dirt Box Cubic Yard 42.38 /cyd /pickup. 4.38 5.95 13.57 4.43 6.02 13.71 15.53 15.69 13.65 13.79 29.34 29.65 27.36 27.65 41.03 41.46 4.53 /can /month. 6.15/can/month. I) The scavenger shall collect on behalf of the City a surcharge fee, and remit same to the City within one Hundred (100) days of billing, equal to the following: Two cents ($0.02) out of each of the amounts set out in paragraphs b) and c), seven cent; ($0.07) out of the amount set out in paragraph d) and three cents ($0.,03) out of the amount set out in paragraphs e), f), g) and h), to fund the senior and low-income garbage discount program. 2. Twelve cents ($0.12) out of the amounts set out in paragraphs b), c) and d), and fifty -five cents ($0.55) out of each of the amounts set out in paragraphs e), f), g) and h), to be used for maintenance of the Doolittle Landfill. 3. Sixty cents ($0.60) out of the amounts set out in paragraphs b) and c), and seventy cents ($0.70) out of the amounts set out in paragraph d), to cover the costs of a city -wide residential pick -up. 4. Ten cents ($0.10) out of the amounts set out in paragraphs e), and twenty cents ($0.20) out of the amounts set out in paragraphs f), g) and h), to be used for the cost of garbage collection services in City parks. 5. Five dollars and fifty cents per ton ($5.50) out of all the amounts paid for franchised garbage services with the authorized scavenger for the City's Waste Management and Recycling Programs.
