ADOPTING A NEGATIVE DECLARATION, IS -00 -04
AND FINDING OF NO SIGNIFICANT IMPACT
PURSUANT TO THE CALIFORNIA ENVIRONMENTAL QUALITY ACT
WHEREAS, the City of Alameda is the lead agency in the preparation of an Initial Study,
IS- 00 -04, to determine the potential environmental effects that would be associated with a Zoning
Text Amendment, ZTA- 00 -02, which would add Sub - Sections 30- 4.13(d)(1)(c) and 30- 4.13(e)(4) to
allow the Planning Board to approve uses which the Board finds compatible with the uses allowed by
the underlying residential zoning district and to establish provisions for height as part of a Planned
Development; and
WHEREAS, a proposed Negative Declaration was circulated for public comment between
October 3, 2000, and October 23, 2000, and no comments were received; and
WHEREAS, the Planning Board held a public hearing during the comment period on October
10, 2000, and no comments were provided; and
WHEREAS, the City Council held a public hearing on this Negative Declaration on
November 8, 2000, and has examined pertinent documents and comments; and
WHEREAS, the City Council has made the following findings:
a. The proposed zoning text amendment does not have the potential to degrade the
quality of the environment, substantially reduce the habitat of fish or wildlife species,
cause a fish or wildlife population to drop below sustaining levels, threaten to
eliminate a plant or animal community, reduce the number or restrict the range of a
rare or endangered plant or animal or eliminate important examples of the major
periods of California history or prehistory because the proposed text amendment
would is not associated with any construction, but is a minor text amendment which
would bring consistency to the Planned Development section of the Alameda
Municipal Code by allowing the Planning Board to approve uses it considers
appropriate in residential Planned Developments and to consider height as part of the
approval of a Planned Development, so that no environmental or historic impacts
would result this proposal.
b. The project does not have the potential to achieve short-term objectives, to the
disadvantage of long -term environmental goals because the proposed zoning text
amendment does not involve any construction and each proposal under the Text
Amendment would be subject to review through Planned Development procedures.
c. The project does not involve impacts which are individually limited but cumulatively
considerable because the proposed zoning text amendment does not involve any
construction and each proposal under the Text Amendment would be subject to
review through the Planned Development procedures.

d. The project does not have environmental effects which will cause substantial adverse
effects on human beings, either directly or indirectly because the proposed zoning
text amendment does not involve any construction and each proposal under the Text
Amendment would be subject to review through the Planned Development
procedures.
e. There is no evidence in the record as a whole that the project will have potential for
adverse effect on wildlife resources or any habitat upon which a wildlife population
depends.
WHEREAS, the City Council finds that the project would have no impact or a less than
significant impact in the areas of land use and planning, population and housing, geologic problems,
water, air quality, transportation/circulation, biological resources, energy and mineral resources,
hazards, noise, public services, utilities and service systems, aesthetics, cultural resources, and
recreation.
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby adopts the Negative
Declaration, IS- 00 -04.

regularly adopted and passed by the Council of the City of Alameda in adjourned regular
meeting assembled on the 8th day of November , 2000, by the following vote to wit:
