DELEGATING AUTHORIZATION TO EXECUTE MASTER AGREEMENTS,
PROGRAM SUPPLEMENTAL AGREEMENTS, FUND EXCHANGE
AGREEMENTS, FUND TRANSFER AGREEMENTS AND AMENDMENTS TO
THOSE AGREEMENTS WITH CALIFORNIA DEPARTMENT OF
TRANSPORTATION FOR FEDERAL OR STATE FUNDED
TRANSPORTATION PROJECTS TO THE CITY MANAGER OR HIS DESIGNEE
WHEREAS, the City of Alameda is eligible to receive Federal and State funding for certain
Transportation Projects through the California Department of Transportation (Caltrans); and
WHEREAS Master Agency Agreements, Program Supplemental Agreements, Fund
Exchange Agreements, and Fund Transfer Agreements ( "Agreements ") which implement such
Federal and State funding, need to be executed with Caltrans before such funds can be claimed; and
WHEREAS the City has in the past, on a project by project basis delegated this authority to
0 the Public Works Director and wishes to delegate authorization to execute these agreements to the
City Manager or his designee.

NOW, THEREFORE, BE IT RESOLVED that the City Manager or his designee be
authorized to execute all Master Agency Agreements, Program Supplemental Agreements, Fund
Exchange Agreements, and Fund Transfer Agreements and any Amendments to these Agreements
with Caltrans ( "Agreements "), provided that the grant funding from any of these Agreements shall
be used for projects which have been previously included in the City's approved capital
improvement budget or otherwise previously approved by Council.
I, the undersigned, hereby certify that the foregoing Resolution was duly and
regularly adopted and passed by the Council of the City of Alameda in regular meeting
assembled on the 19th day of December , 2000, by the following vote to wit:
AYES: Councilmembers Daysog, DeWitt, Johnson, Kerr and
Mayor Appezzato - 5.
NOES: None.
ABSENT: None.
ABSTENTIONS: None.
