Resolution 13313CITY OF ALAMEDA RESOLUTION NO. 13 313 RESOLUTION SUPPORTING CITYWIDE ENERGY REDUCTION EFFORTS (LEAGUE OF CALIFORNIA CITIES) WHEREAS, California faces unprecedented energy challenges and severe electricity supply shortages; and WHEREAS, the importance of immediate energy conservation efforts cannot be overstated; and WHEREAS, Governor Gray Davis has asked all Californians to reduce electricity use by 7 %; and WHEREAS, to demonstrate California's. commitment to conserve electricity, the Governor has directed state agencies to reduce electricity use in state facilities by 5% by January 16, and has asked cities to do the same; and WHEREAS, the City of Alameda has already implemented a large number of procedures aimed at conserving energy, the most far- reaching being that all municipal facilities have undergone an energy efficiency audit and, any repairs to electrical hardware or equipment is done to maximize energy efficiency; and we now emphasize that any new purchase of equipment be "Energy- Star" rated; and WHEREAS, the City of Alameda has taken additional actions in response to the Governor's office request that all cities immediately reduce electricity use by 5% by January 16, 2001 by taking the following electricity conservation measures in all City Buildings as suggested by the League of California Cities curtailment strategies: Requested all employees to: • turn lights off in unoccupied rooms at all times • reduce overhead lighting as much as possible without creating unsafe conditions or interfering with performance of work. • turn -off personal computers when employee is away from desk for more than 30 minutes • turn-off personal computer monitors whenever employee is away from desk • refrain from the use of electrical space heaters. Under special circumstances the occasional use of electric space heater will be allowed upon review and approval of the Maintenance Superintendent • maximize use of solar heat to warm rooms by opening blinds /window coverings on south- and west - facing walls • dress warmly in anticipating of decreasing office temperature 2. The temperature of interior air is set at a constant that takes into account seasonal changes while maintaining energy efficiency. 3. Building temperatures are allowed to fluctuate to avoid wasteful alternate heating and cooling operations to maintain an exact temperature. 4. Custodial personnel are instructed to tum lights on only as needed to perform work and to turn all lights off, except safety lights, after work is completed. 5. Developed a program so that all non - essential lighting and other electrical loads are minimized in City buildings during non - business hours. In addition, during Stage 3 alerts, the following additional measures are implemented: 1. The operation of chillers and compressors is minimized in City buildings. 2. The cycling of non - essential lift stations which have a gravity by -pass system are alternated. 3. The City's vehicle washing facility is not operated. NOW, THEREFORE, BE IT RESOLVED, that the City of Alameda is committed to reducing its ongoing electricity use by 7 %. BE IT FURTHER RESOLVED, that the City of Alameda urges ;its residents and businesses to also reduce ongoing electricity use by 7 %.
