AFFIRMING SUPPORT FOR
SB 993: THE EARLY EDUCATION AND WAGE EQUITY ACT
WHEREAS, quality educational preschool ` child development programs prepare
children for school success; and
WHEREAS, quality child development programs for school -age children also reduce
delinquency, vandalism, and accidents; and
WHEREAS, an anonymous telephone survey of 429 Alameda households recently
demonstrated a very high need for more child care in Alameda; and
WHEREAS, salaries in early education and child development programs are so low
as to create a severe shortage of skilled and experienced professionals throughout Alameda County;
and
WHEREAS, the Woodstock Child Development Center, the single largest child care
resource for low- income Alameda families, faces financial challenges which must be resolved for it
to continue operating; and
WHEREAS, proposed State Senate Bill 993, the Early Education and Wage Equity Act
of 2001, would implement a cost of living adjustment that would increase the State's reimbursement
for teacher salaries at the Woodstock Child Development Center; and
WHEREAS, the City's Social Service Human Relations Board, its Child Care Work
Group, the Alameda Unified School District, and the BANANAS child care information and referral
center each recommend passage of the Early Education and Wage Equity Act.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Alameda
that we affuin our support for the Early Education and Wage Equity Act of 2001 and urge the
Legislature to pass the Act.
BE IT FURTHER RESOLVED that the Council urges Governor Davis to sign the
Early Education and Wage Equity Act and include this legislation in his campaign to improve school
success and strengthen the long -term economic well -being of California's present and future workers.
I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly
adopted and passed by the Council of the City of Alameda in a regular meeting assembled on the
15th day of May, 2001, by the following vote to wit:
AYES: Councilmembers Daysog, DeWitt, Johnson, Kerr and
Mayor Appezzato - 5.
