Resolution 13339CITY OF ALAMEDA RESOLUTION NO.1 3 3 3 9 AUTHORIZING OPEN MARKET PURCHASE FROM TIBURON, INC., PURSUANT TO SECTION 3 -15 OF THE ALAMEDA CITY CHARTER FOR PURCHASE OF SERVERS AND SOFTWARE UPGRADES FOR THE POLICE DEPARTMENT COMPUTER UPGRADE WHEREAS, on December 19, 2000, the City Council approved the spending for FY 2001 law enforcement grants; and WHEREAS, the spending plan included upgrades to the department's Records Management and Computer Aided Dispatch system; and WHEREAS, since 1985 the Police Department's operating system and maintenance of the operating system has been supplied by Tiburon, Inc., the developer and vendor of the system; and WHEREAS, the current servers and operating systems used to run the Computer Aided Dispatch and Records Management systems are outdated and in need of immediate replacement and upgrading; and WHEREAS, in order to continue to operate existing software, provide adequate technology and system support, the City must purchase a compatible Records Management and Computer Aided Dispatch system; and WHEREAS, Section 3 -15 of the City Charter provides that the City Council, by four votes, can authorize an open market purchase if it determines that the materials or supplies can be purchased at a lower price in the open market; and WHEREAS, the City Council has determined that all other practical alternatives were examined and that the hardware and new operating software to upgrade the existing hardware operating system for the Police Department for use with its existing hardware and software to achieve integrated system support is the best option available to the City of Alameda at this time which can be purchased at the lowest price available through an open market purchase directly from Tiburon, Inc., the original developer and vendor of the system. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Alameda that pursuant to Section 3 -15 of the City Charter, and by four votes, the City Council hereby approves the open market purchase of the servers and software upgrades as presented by Tiburon, Inc. I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in a regular meeting assembled on the 5th day of June, 2001, by the following vote to wit: AYES: Councilmembers Daysog, DeWitt, Johnson, Kerr and Mayor Appezzato - 5.
