Resolution 13395CITY OF ALAMEDA RESOLUTION NO. 13395 UPDATING THE CITY OF ALAMEDA EMERGENCY OPERATIONS PLAN WHEREAS, the City of Alameda Emergency Operations Plan ( "EOP ") was developed in the early 1980's; and WHEREAS, in 1993; the City of Alameda EOP was revised to follow a new format designed by the California Office of Emergency Services (OES), utilizing the Standardized Emergency Management System (SEMS) which incorporates the Incident Command System (ICS) and the Multi Agency Coordination System (MACS); and WHEREAS, the City of Alameda's EOP is in compliance with the State of California law advising, but not requiring local governments as to the development training use, and format of an EOP; and WHEREAS, revisions to the EOP are ongoing to reflect current needs; and WHEREAS; it is necessary to revise the City of Alameda Emergency Operations Plan to add the following positions to the City's emergency organization: O 0 0 0 Safety Officer Liaison Officer Facilities Unit Security Unit Information Technology Unit WHEREAS, it is necessary to move the Damage Assessment Unit from Operations to Planning and the Care and Shelter Unit from Operations to Logistics and to update the EOP to reflect current needs, including the need to provide management of information systems; and WHEREAS, Section 2 -15.8 (Emergency Plan) of the Alameda Municipal Code states that the City of Alameda Emergency Plan shall take effect upon adoption by resolution of the City Council. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Alameda that the City of Alameda Emergency Operations plan is hereby amended to include a Safety Officer, Liaison Officer, Facilities Unit, Security Unit, Infoiniation Technology Unit, and transferring the Damage Assessment Unit from Operations to Planning and the Care and Shelter Unit moved from Operations to Logistics, and updating the EOP to reject current needs, including the provision of management of information systems. I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in a regular meeting assembled on the 18th day of September, 2001, by the following vote to wit: AYES: Councilmembers Daysog, DeWitt, Johnson, Kerr and Mayor Appezzato - 5.
