Resolution 13441CITY OF ALAMEDA RESOLUTION NO. 13441 AUTHORIZING AMENDMENT TO CONTRACT FOR OPEN MARKET PURCHASE FROM TIBURON , INC., PURSUANT TO SECTION 3 -15 OF THE ALAMEDA CITY CHARTER, FOR PURCHASE OF FULL UPGRADE OF RMS AND CAD SOFTWARE FOR THE POLICE DEPARTMENT COMPUTER UPGRADE WHEREAS, on December 19, 2000, the City Council approved the spending planfor FY 2001 law enforcement grants; and WHEREAS, the spending plan included upgrades to the Police Department's Records Management and Computer Aided Dispatch system; and WHEREAS, since 1985 the Police Department's operating system and maintenance of the operating system has been supplied by Tiburon, Inc., the developer and vendor of the system; and WHEREAS, on June 5, 2001, by Resolution No. 13339, the City Council approved the use of COPS AB 3229 grant funds for Tiburon, Inc. to purchase upgraded server hardware with new operating systems; and WHEREAS, to provide adequate technology, the City of Alameda must purchase a full 0 upgrade of RMS and CAD software and have the software installed on the new hardware; and WHEREAS, Section 3 -15 of the City Charter provides that the City Council, by four votes, can authorize and open market purchase if it determines that the materials or supplies can be purchased at a lower price in the open market; and WHEREAS, the City Council has determined that all other practical alternatives were examined and that a full upgrade of RMS and CAD software is the best option available to the City of Alameda at this time which can be purchased at the lowest price available through an open market purchase directly from Tiburon, Inc., the original developer and vendor of the system. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Alameda that pursuant to Section 3 -15 of the City Charter, and by four votes, the City Council hereby approves the open market purchase of RMS and CAD software upgrades as presented by Tiburon, Inc. I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in a regular meeting assembled on the 2nd day of April, 2002, by the following vote to wit: AYES: Councilmembers Daysog, DeWitt, Kerr, and Mayor Appezzato NOES: None.
