Resolution 13505CITY OF ALAMEDA RESOLUTION NO. 13505 AUTHORIZING SOLE SOURCE PROCUREMENT OF ENGINES FOR THE ENCINAL FERRY VESSEL RE -POWER PROJECT WHEREAS, the Encinal ferry is the primary vessel for the Alameda/Oakland Ferry Service (AOFS); and WHEREAS, it is necessary to replace the existing engines on the Encinal ferry vessel with lower - emission engines; and WHEREAS, in April, 2002, the City of Alameda received a Carl Moyer Grant from the Bay Area Air Quality Management District for re- powering of the Encinal ferry vessel; and WHEREAS, the Carl Moyer Grant application for the Encinal ferry vessel re -power project was based on the replacement of the ferry's Detroit Diesel 16V149 engines with cleaner burning engines; and WHEREAS, the City ofAlameda hired Walther Engineering, a marine propulsion specialist, to evaluate available engine replacement options, considering four factors; size and weight, emission levels, engine /mount package and horsepower ratings; and © WHEREAS, based on the above criteria, only the Detroit 12V4000 will meet the project p requirements; and WHEREAS, this project is funded under CIP 01- 26.50; and WHEREAS, funding for the $898,000 re -power project consists of $220,469 from MTC's Measure 1 -2% Bridge Toll Revenues and $677,531 from the Carl Moyer Grant; and WHEREAS, Section 3 -15 of the City Charter provides that the City Council, by four affirmative votes, can authorize an open market purchase if it determines that the materials for supplies can be purchased at a lower price in the open market; and WHEREAS, the City Council has determined that the Detroit Diesel 12V400 engine meets the project requirements and can be obtained at a lower price in the open market. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Alameda hereby authorizes, by four affirmative votes, the sole source procurement of Detroit Diesel engines for the Encinal ferry vessel re -power project. I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in a regular meeting assembled on the 16th day of July, 2002, by the following vote to wit: AYES: Councilmembers Daysog, DeWitt, Johnson, Kerr and Mayor Appezzato - 5.
