Resolution 13520CITY OF ALAMEDA RESOLUTION NO. 13520 APPROVING EXECUTION OF THE INTERCONNECTION AGREEMENT BETWEEN PACIFIC GAS AND ELECTRIC COMPANY AND THE NORTHERN CALIFORNIA POWER AGENCY (NCPA) AND NCPA PARTICIPANTS, AND AUTHORIZING NEGOTIATION AND EXECUTION OF THE SCHEDULING COORDINATION PROGRAM AGREEMENT BETWEEN NCPA AND NCPA PARTICIPANTS WHEREAS, Alameda Power & Telecom (Alameda P&T), along with other members of the Northern California Power Agency (NCPA), has been receiving transmission and related services from the Pacific Gas & Electric Company (PG&E) under a PG&E Interconnection Agreement (IA) since 1983; and WHEREAS, the IA is expected to expire on September 1, 2002, and replacement agreements have to be entered into with PG&E and the California Independent System Operator (CAISO), the successor transmission system operator that replaced PG&E after the electricity market deregulation in California in 1998; and WHEREAS, to transition from PG&E service to CAISO service, Alameda P&T along with NCPA, other NCPA members, CAISO, and PG&E have to execute a series of agreements; and WHEREAS, these agreements provide for operation under the CAISO protocols, interconnection of the participating NCPA members' electric loads to the transmission grid, interconnection of NCPA owned generation to the transmission grid, NCPA representing the members as the Scheduling Coordinator with the CAISO, obligations of NCPA members to pay for costs that NCPA will incur from the CAISO, obligations of NCPA to provide services to the members, and other related aspects of transmission and scheduling services; and WHEREAS, in order to file these agreements in a timely fashion with the Federal Energy Regulatory Commission to commence service by September 1, 2002, the NCPA Commission has authorized NCPA to enter into a number of the required agreements; and WHEREAS, to fully implement the agreements signed by NCPA, Alameda P&T seeks City Council authority for execution of two agreements that will commit Alameda P&T to agreements signed by NCPA, and commit Alameda P&T to pay NCPA for charges incurred on its behalf. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Alameda hereby approves the following agreements and authorizes Alameda P &T to execute in substantially the form submitted the Interconnection Agreement Between Pacific Gas and Electric Company and the Northern California Power Agency and City of Alameda, City of Biggs, City of Gridley, City of Healdsburg, City of Lodi, City of Lompoc, City of Palo Alto, City of Ukiah, and Plumas- Sierra Rural Electric Cooperative, and authorizes Alameda P &T to negotiate and execute the Northern California Power Agency Scheduling Coordination Program Agreement. I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in a regular meeting assembled on the 20th day of August, 2002, by the following vote to wit: AYES: Councilmembers Daysog, DeWitt, Johnson, Kerr, and Mayor Appezzato - 5.
