Resolution 13568CITY OF ALAMEDA RESOLUTION NO. 13568 SUPPORTING FUNDING FUTURE ALAMEDA FERRY SERVICE FROM A PORTION OF NEW STATE BRIDGE TOLL REVENUES AND SUPPORTING THE SAN FRANCISCO BAY AREAS WATER TRANSIT AUTHORITY'S IMPLEMENTATION AND OPERATIONS PLAN FOR ENHANCEMENTS TO ALAMEDA FERRY SERVICE WHEREAS, ferry service is an important component of the City of Alameda's transportation network, currently serving Harbor Bay and Alameda Point and supporting both residential and commercial uses; and WHEREAS, City of Alameda's reuse plans for the Alameda Naval station depend upon the successful development of Alameda Point; and WHEREAS, the Alameda Point development plans, including developing a commercial area and as many as 1800 new units of housing, require delivery of good public transit options; and w WHEREAS, the San Francisco Bay Area Water Transit Authority's (WTA), a regional transit agency created by the California Legislature, has developed and delivered to the p California State Legislature a comprehensive strategy to improve public transit with an r environmentally friendly ferry service; and WHEREAS, the WTA's ridership studies, projected to the year 2025, are based in part on 5 development plans such as the plans for Alameda Point which will bring more people living and working along shoreline property, thus creating approximately four times today's demand for ferries and opportunities for transit- oriented smart- growth; and WHEREAS, in 2003, the California State Legislature will consider legislation which includes the bridge toll increase expenditure plan which will then be submitted to the voters for approval in 2004; and WHEREAS, the City of Alameda recognizes that public transit modes can effectively reduce congestion in the bridge corridors and that ferry service has been demonstrated as a cost effective means of congestion reduction; transbay bus and express bus service; and WHEREAS, the City will continue to work with WTA to assure that the City's ferry expansion plans are specifically included in the final new bridge toll legislation, and that a mechanism is developed under which bridge toll revenues earmarked for Alameda ferries can be passed through to the City from the WTA for implementation of the City's ferry expansion plans. NOW, THEREFORE, BE IT RESOLVED that the City Council of Alameda supports: The inclusion of capital and operating funds for future Alameda ferry service expansion in the State Bridge Toll Expenditure Plan and transbay express bus service as top priorities. BE IT FURTHER RESOLVED that the City Council of Alameda supports the San Francisco Bay Area Water Transit Authority's Implementation and Operations Plan for enhancements to Alameda ferry service.
