APPROVING A GENERAL PLAN AMENDMENT TO AMEND FIGURE 4 -1 STREET AND
TRANSIT SYSTEM AND FIGURE 4 -3 TRUCK ROUTE TO REMOVE THE TRUCK ROUTE
DESIGNATION AND CHANGE THE STREET DESIGNATION FROM MAJOR TO MINOR
ALONG A SECTION OF BUENA VISTA AVENUE (FROM BROADWAY TO GRAND
STREET)
WHEREAS, on February 10, 2003, the Planning Board< initiated a General Plan Amendment
to consider the removal of the Major Street designation and removal of the truck route from Buena
Vista Avenue; and
WHEREAS, on April 15, 2003, the City Council also initiated a General Plan Amendment to
consider the removal of the Major Street designation and removal of the truck route from Buena
Vista Avenue; and
WHEREAS, on June 9, 2003, the Planning Board held a public hearing on this project and
examined pertinent maps, drawings, and documents; and
WHEREAS, on June 17, 2003, the City Council held a public hearing on this project and
examined pertinent documents as well as the record of the Planning Board hearing; and
WHEREAS, the City Council made the following findings:
1. This General Plan Amendment will strengthen the integrity of the General Plan by
ensuring that through vehicular and commercial truck traffic will be minimized near
residential uses along the affected section of Buena Vista Avenue.
2. This General Plan Amendment will support the general welfare of the community by
reducing the volume of vehicular and commercial truck traffic found on the affected
section of Buena Vista Avenue.
3. This General Plan Amendment will be equitable, to the citizens of Alameda, as it will
encourage a greater distribution of vehicular traffic throughout the City's grid system.
NOW, THEREFORE, BE IT RESOLVED that the City Council determines that the proposal
is Categorically Exempt from CEQA, Guidelines, Section 15301, existing structures.
BE IT FURTHER RESOLVED that the City Council approve General Plan Amendment,
GPA03 -0001, to amend Figure 4 -1 Street and Transit System and Figure 4 -3 Truck Route to remove
the truck route designation and change the street designation from Major to Minor along a section of
Buena Vista Avenue (from Broadway to Grand Street), as provided in Exhibits A and B.
