SUPPORTING THE SELECTION OF THE
INTERNATIONAL CODE COUNCIL (ICC) BUILDING AND FIRE CODES
BY THE STATE OF CALIFORNIA BUILDING STANDARDS COMMISSION
WHEREAS, the Uniform Building Code, published by the International
Conference of Building Officials (ICBO) and adopted by the State of California has
provided the foundation of life safety for the built environment for all Californians over
the past 50 years; and
WHEREAS, the nation's three model building code organizations including the
International Conference of Building Officials (ICBO), the Building_ Officials and Code
Administrators (BOCA) and the Southern Building Code Congress International (SBCCI)
have joined together to form a single organization known as the International Code
Council (ICC) and have combined their three model codes into a single national model
building Code (the International Building Code); and
WHEREAS, the International Code Council code development process occurs in
a time tested public hearing environment which closely resembles city council and county
supervisors meetings and serves as a direct extension of City and County government,
eliminating undue influence; and
WHEREAS, the International Building Code, or one of its three predecessor
codes, is currently in use in all 50 states; and
WHEREAS, a second model building code more recently developed and
marketed by the National Fire Protection Association has not been used, tested or
implemented anywhere in the U.S., and the development process does not safeguard
against undue influence to the detriment of building and fire safety for the citizens of
Alameda; and
WHEREAS, the Alameda Building Official and the Alameda Fire Chief have
reviewed the two code options and found the International Building and Fire Codes to be
the appropriate codes for Alameda; and
WHEREAS, the following organizations have also evaluated the two code options
and have adopted positions of support of the International Building Code:

San Mateo County Fire Prevention Officers
National Association of Home Builders
International City Managers Association
California Building Industry Association
Building Owners and Managers Association

League of California Cities, Housing &Economic
Development Policy Committee
WHEREAS, the California Building Standards Commission and various State
regulatory agencies are currently proceeding with selection of the model codes to be used
as the base for the 2004 California Codes.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Alameda hereby declares support of the 2004 California adoption of the International
Building and Fire Codes.
BE IT FURTHER RESOLVED that the City Council of the City of Alameda
directs the City Manager to continue efforts to represent the citizens of Alameda in the
pursuit, to the greatest extent possible, of state adoption of the International Building and
Fire Codes as the base model documents for the State of California.
I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly
adopted and passed by the Council of the City of Alameda in a regular meeting assembled on the ls`
day of July, 2003, by the following vote to wit:
AYES: Councilmembers Daysog, Kerr, Matarrese, and Mayor Johnson - 4.
NOES: None
ABSENT: Council ember DeWitt - 1.
ABSTENTIONS: None.
