Resolution 13643CITY OF ALAMEDA RESOLUTION NO. 13 6 4 3 ESTABLISHING A POLICY OF FISCAL NEUTRALITY REGARDING DEVELOPMENT AT THE FLEET INDUSTRIAL SUPPLY CENTER/EAST HOUSING AND ALAMEDA POINT WHEREAS, on June 6, 2000, the City of Alameda received conveyance from the United States Government Department of the Navy of approximately 147 acres of property comprising the Fleet Industrial Supply Center ( "FISC "); and WHEREAS, on June 6, 2000, the Alameda Reuse and Redevelopment Authority received conveyance from the United State Government Department of the Navy of approximately 80 acres of property comprising the East Housing site; and WHEREAS, on June 6, 2000, the Alameda Reuse and Redevelopment Authority entered into a Memorandum of Agreement for the conveyance by the United States Government Department of the Navy of portions of the former Alameda Naval Air Station, now known as Alameda Point; and WHEREAS, both the FISC and Alameda Point properties are served by Federally installed and outdated infrastructure which must be updated to permit the provision of municipal and other utility services to the properties; and WHEREAS, the development of both the FISC and Alameda Point properties will increase the City's financial burden of providing municipal services to the properties, including c-) but not limited to public safety services and installation and maintenance of public infrastructure and other public improvements, including public parks, all of which will benefit the development; 1. and 1 O WHEREAS, it is the Council's stated intent that the development of the FISC and z Alameda Point properties, whether residential development or commercial or retail development, Q must balance the City's cost of providing municipal services against revenues generated by the development project. NOW THEREFORE, the City Council of the City of Alameda declares as follows: 1. The City Council establishes a policy of "fiscal neutrality" regarding development of the FISC/East Housing and Alameda Point properties concerning the cost to the City of providing municipal services, including, but not limited to, police and fire services and construction and maintenance of public infrastructure, with the intent that the revenues created by a development project, coupled with assessment district or community facilities district financing where appropriate, will provide sufficient funding to the City of Alameda to pay its cost of providing municipal services for that development. C C 2. The City Manager is directed to implement this policy of fiscal neutrality in budgeting for the cost of municipal services to all FISC/East Housing and Alameda Point development projects, and is further directed to provide the City Council with a status report on the costs of and revenues for municipal services at the FISC/East Housing and Alameda Point developments when the Council deliberates over the two -year budget and mid -year budget re- assessments. I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in a Special Joint City Council, Community Improvement Commission and Housing Authority Board of Commissioners meeting assembled on the 4th day of November, 2003, by the following vote to wit: AYES: Councilmembers Daysog, Gilmore, Kerr, and Mayor Johnson - 4.
