Resolution 14838CITY OF ALAMEDA RESOLUTION NO. 14838 COMMENDING ALAMEDA POLICE DEPARTMENT CHIEF MICHAEL C. NOONAN FOR HIS CONTRIBUTIONS TO THE CITY OF ALAMEDA THE COUNCIL OF THE CITY OF ALAMEDA records its appreciation for the years of service faithfully rendered by CHIEF MICHAEL C. NOONAN for the City of Alameda; and WHEREAS, MICHAEL C. NOONAN’s career with the Alameda Police Department spanned from May 12, 1986 until June 1, 2013 and included the following assignments: Patrol Division Officer including Field Training Officer and bike patrol, DUI Enforcement Team, Hostage Negotiations Team, a Detective in the Special Investigations Unit, and a Detective in the Violent Crimes Unit; and WHEREAS, MICHAEL C. NOONAN established the School Resource Officer Program in 1993 where he worked for four years and volunteered to coach the Alameda High School Girls Varsity Softball Team; and WHEREAS, MICHAEL C. NOONAN was selected in 1996 as Officer of the Year by the Alameda Police Officers Association. He was also nominated in 1997 for and was selected as National Officer of the month by the National Law Enforcement Memorial Foundation in Washington D.C; and WHEREAS, MICHAEL C. NOONAN was promoted to Sergeant on February 3, 1999 and worked in Patrol, supervised the Identification, Jail and Property Sections and Field Training Officer Program; and WHEREAS, MICHAEL C. NOONAN was promoted to Lieutenant on January 3, 2002. In that capacity he was in charge of Records, Dispatch, and the Identification, Jail and Property Sections. He also commanded the Critical Incident Response Team and the Investigations Division during that time; and WHEREAS, MICHAEL C. NOONAN was promoted to Captain on September 21, 2008 and was charged with overseeing the Bureau of Services; and WHEREAS, MICHAEL C. NOONAN was appointed Chief of Police on July 3, 2010; and WHEREAS, MICHAEL C. NOONAN has made significant contributions to the City of Alameda, among those being:  Member of the Alameda Family Services Board  Honorary member of the Alameda Boys and Girls Club  Member of the Alameda Collaborative for Children, Youth and their Families; and WHEREAS, MICHAEL C. NOONAN actively participated and supported numerous local charities to include:  Special Olympics  Tip A Cop  Friends of Alameda Animal Shelter  Alameda Relay for Life  St. Baldrick’s Foundation; and WHEREAS, MICHAEL C. NOONAN and his wife Thea are looking forward to spending time with their children and grandchildren. They are also excited to do some traveling and enjoy the life of rest and relaxat ion; and WHEREAS, on June 1, 2013, MICHAEL C. NOONAN officially retired from his position as Chief of Police for the City of Alameda’s Police Department, and will be greatly missed by the Department, City Staff, and the entire Alameda Community. NOW, THEREFORE, BE IT RESOVED that the Council of the City of Alameda does hereby congratulate CHIEF MICHAEL C. NOONAN for his outstanding achievement in his service to the City of Alameda and to the Law Enforcement Profession. * * * * * I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in a regular meeting assembled on the 2nd day of July, 2013, by the following vote to wit: AYES: Councilmembers Chen, Daysog, Ezzy Ashcraft, Tam and Mayor Gilmore – 5.
