RESOLUTION NO. 03 -104
APPROVING AND ADOPTING THE REPORT TO THE CITY COUNCIL
ON THE PROPOSED AMENDMENTS TO THE
COMMUNITY IMPROVEMENT PLANS FOR THE ALAMEDA POINT,
BUSINESS AND WATERFRONT AND WEST END COMMUNITY
IMPROVEMENT PROJECTS; SUBMITTING THE REPORT, PROPOSED
AMENDMENTS AND MITIGATED NEGATIVE DECLARATION
RELATING THERETO TO THE CITY COUNCIL; AND CONSENTING
TO AND REQUESTING THE CITY COUNCIL TO CALL A JOINT
PUBLIC HEARING ON THE AMENDMENTS
WHEREAS, the Community Improvement Commission of the City of Alameda
(the "Commission ") has prepared proposed Amendments to the Community
Improvement Plans (the "Amendments ") for the Alameda Point Improvement Project,
the Business and Waterfront Improvement Project, and the West End Community
Improvement Project; and
WHEREAS, the Commission submitted the proposed Amendments to the
Planning Board of the City of Alameda (the "Planning Board ") for its report and
recommendations and the Planning Board, by Resolution No. 03 -04 , adopted on
January 13 , 2003, reviewed the proposed Amendments and recommended
their approval and adoption; and
WHEREAS, the Commission submitted the proposed Amendments to the
Economic Development Commission of the City of Alameda (the "EDC") for its
recommendation and the EDC, by Resolution No. 03 -01 , adopted on
January 16 , 2003, reviewed the proposed Amendments and recommended
their approval and adoption; and
WHEREAS, pursuant to the California Environmental Quality Act (Public
Resources Code Section 21000 et seq. ), the Guidelines for Implementation of the
California Environmental Quality Act (14 Cal. Code Regs. Section 15000 et seq.) and the
local procedures adopted by the Commission pursuant thereto, the Commission has
prepared and completed a proposed Mitigated Negative Declaration for the
Amendments; and
WHEREAS, pursuant to Section 33352 of the California Community
Redevelopment Law (Health and Safety Code Section 33000 et seq.), the Commission has
prepared a Report to the City Council on the proposed Amendments; and
WHEREAS, Section 33458 of the California Community Redevelopment Law
authorizes a joint public hearing on the proposed Amendments with the consent of the
Commission and the City Council of the City of Alameda (the "City Council ").
NOW, THEREFORE, THE COMMUNITY IMPROVEMENT COMMISSION OF
THE CITY OF ALAMEDA DOES HEREBY RESOLVE AS FOLLOWS:
Section 1. The Commission hereby approves and adopts the Report to the City
Council on the proposed Amendments, and hereby submits the Report, together with
the proposed Amendments and the proposed Mitigated Negative Declaration, to the
City Council.
Section 2. The Commission hereby consents to a joint public hearing on the
proposed Amendments and requests the City Council to call a joint public hearing of
the Commission and the City Council on March 18, 2003, at 7:30 p.m., in the City
Council Chambers to consider and act upon the proposed Amendments and all
documents and evidence pertaining thereto, together with a joint public hearing on the
proposed Mitigated Negative Declaration.
Section 3. The Secretary of the Commission shall, in cooperation with the City
Clerk of the City of Alameda, prepare, publish and mail such notices and documents
and do all other acts as may be necessary to carry out the purposes of this resolution.

I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly
adopted and passed by the Community Improvement Commission of the City of Alameda in a
Special Community Improvement Commission meeting assembled on the 4r' day of February, 2003,
by the following vote to wit:
AYES: Commissioners Daysog, Matarrese and Chair Johnson - 3.
NOES: None.
ABSENT: Commissioners DeWitt and Kerr - 2.
ABSTENTIONS: None.
