RESOLUTION NO. 03 -108
APPROVING AND ADOPTING AN AMENDED FIVE YEAR
IMPLEMENTATION PLAN FOR THE BUSINESS AND WATERFRONT
AND WEST END COMMUNITY IMPROVEMENT PROJECTS
WHEREAS, the Community Improvement Commission of the City of Alameda
(the "Commission ") has prepared proposed Amendments (the "Amendments ") to the,
Business and Waterfront and West End Community Improvement Projects; and
WHEREAS, Section 33490 of the California Community Redevelopment Law
(Health and Safety Code Section 33000 et seq.), requires that each five years the
Commission must adopt a Five Year Implementation Plan for each of its community
improvement projects; and
WHEREAS, the Commission has previously adopted a Five Year Implementation
Plan for the Business and Waterfront Improvement Project (the "BWIP ") and the West
End Community Improvement Project (the "WECIP "); and
WHEREAS, in order to ensure that the Five Year Implementation Plan for the
BWIP and WECIP conforms with the proposed Amendments, the Commission has
prepared an Amended Five Year Implementation Plan for the BWIP and WECIP, which
is included in the Report to the City Council as Appendix H (the "Amended
Implementation Plan "); and
WHEREAS, the Commission and the City Council held a joint public hearing on
March 18, 2003, on the proposed adoption of the Amended Implementation Plan, and
the testimony of all persons interested in the matter was heard; and
WHEREAS, notice of said hearing was published, posted and mailed according
to the requirements of the Community Redevelopment Law; and
WHEREAS, the Commission has reviewed and considered the Amended
Implementation Plan.
NOW, THEREFORE, THE COMMUNITY IMPROVEMENT COMMISSION OF
THE CITY OF ALAMEDA DOES HEREBY RESOLVE AS FOLLOWS:
Section 1. The Commission hereby approves and adopts the Amended Five
Year Implementation Plan for the Business and Waterfront Improvement Project and
the West End Community Improvement Project in the form attached to the Report to
the City Council as Appendix H, subject to minor, technical or clarifying revisions
approved by Commission Counsel.

I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly
adopted and passed by the Community Improvement Commission of the City of Alameda in a
Special Joint City Council and Community Improvement Commission meeting assembled on the 18t
day of March, 2003, by the following vote to wit:
AYES: Commissioners Daysog, Kerr and Chair Johnson - 3.
NOES: Commissioner Matarrese -1.
ABSENT: Commissioner DeWitt -1.
ABSTENTIONS: None.
