CIC Resolution 91-57COMMUNITY IMPROVEMENT COMMISSION OF THE CITY OF ALAMEDA RESOLUTION NO. 91 -57 APPROVING THE UNDERTAKING OF CERTAIN PUBLIC IMPROVEMENTS BY THE CITY ON BEHALF OF THE COMMUNITY IMPROVEMENT COMMISSION WHEREAS, the Community Improvement Commission of the City of Alameda (the "CIC ") is carrying out the Plan (the "Plan ") of the West End Community Improvement Project (the "Project); and WHEREAS, Section 33445 of the Community Redevelopment Law (Health and Safety Code Section 33000 et seq.) provides that the CIC may, with the City Council of the City of Alameda's (the "Council's ") consent, pay for all or part of the value of the land for and the cost of the installation and construction of any building, facility, structure or other improvements which are publicly owned either within or outside the boundaries of the Project (the 'Project Area ") if the CIC and the Council make certain findings; and WHEREAS, Section V.F.2. of the Plan authorizes the CIC to install and construct public improvements either within or outside the Project Area, including public improvements to public buildings; and WHEREAS, the CIC and the City of Alameda (the "City ") have entered into a Cooperation Agreement dated June 18, 1991 (the "Cooperation Agreement "), under which the City agreed to expend funds on behalf of the CIC for the implementation of the Plan, including the provision of public improvements; and WHEREAS, the CIC wishes the City to renovate Fire Station #2, which is located outside the Project Area but which primarily serves the Project Area, by undertaking certain public improvements as set forth in the "Public Improvements to Fire Station #2," attached hereto as Exhibit A and incorporated herein by reference, in order to provide safe and adequate fire protection services to the Project Area (the "Improvements "); NOW, THEREFORE, THE COMMUNITY IMPROVEMENT COMMISSION OF THE CITY OF ALAMEDA DOES HEREBY RESOLVE AS FOLLOWS: Section 1. The CIC hereby finds and determines that the Improvements are of benefit to the Project Area and the immediate neighborhood in which the Project is located, and that no other reasonable means of financing the Improvements are available to the community. This finding is supported by the following facts: (a) Fire Station #2 is obsolete with respect to accommodating the new fire equipment and other apparatus being used in current fire protection methods; (b) Fire Station #2 is structurally inadequate in terms of current earthquake building standards; (c) Approximately eighty percent (80 %) of Fire Station #2's service calls, the bulk of which are in the form of responding to ambulance and emergency medical calls,are received from the Project Area; (d) The Improvements shall greatly improve the emergency services ability of Fire Station #2, which will primarily benefit the Project Area; and (e) The City does not have sufficient permanent funds to undertake the Improvements. Section 2. The CIC hereby approves the undertaking by the City of the Improvements and consents to the City entering into contracts, as necessary, in order to carry out the Improvements. The CIC agrees to reimburse the City for the costs of the Improvements up to a maximum amount, as approved by the CIC in its annual budget and pursuant to the terms of the Cooperation Agreement. * * * * * * * * * EXHIBIT A PUBLIC IMPROVEMENTS TO FIRE STATION #2 1. Enlarge apparatus room doors so that modern fire apparatus may operate from the station. 2. Seismically strengthen the station. 3. Remove hazardous fueling system and fuel tank. Install above ground fuel tank. (Health and Safety Code 25299 - Uniform Fire Code Section 79.115) 4. Remove asbestos material around heating system. (ACC Environmental Consultants /Public Works Department Report March 20, 1991) 5. Upgrade electrical service to meet Uniform Building Code. 6. Remove /install new plumbing (rough) to meet current building code. 7. Replace roof as needed. (Station, garage, & shed.) 8. Upgrade ventilation system in apparatus room t remove diesel emissions. (NFPA 15 -60) 9. Upgrade of dormitory to accommodate male /female firefighters. 10. Renovate kitchen. 11. Renovate bathrooms. 12. Renovate exercise room. 13. Landscape front of station.
