RESOLUTION NO. 4110
JESTING THE REal.CNAL WATER POLLUTION BOARD TO
TAKE ACTION TO PREVENT FOOD CANNERIES FROM DIS-
CHARGING CANNERY WASTES INTO SAN LEANDRO BAY.
WHEREAS, the Regional Water Pollution Board has the responsibility for
the formulation of plans, procedures and regulations for the prevention, control
and abatement of conditions of contamination, pollution and nuisance within its
region; and
WHEREAS, the existence of objectionable odors and paint discoloration in
the eastern portion of Alameda has been recognized by the State Department of Pub-
lic Health for many years; and
WHEREAS, all authorities have been in general agreement that the cause
was hydrogen sulphide gas generated .in the polluted waters of San Leandro Ray; and
WHEREAS, the uncontrolled dumping of cannery wastes into these waters
has beer, recognized as the greatest source of hydrogen sulphide; and
WHEREAS, the existence of this intolerable condition lo a danger to pub-
lic health, an interference with the proper use and enjoyment of the waters adja-
cent to Alameda, and a source of great discomfort and. expense to a considerable
number of our citizens;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ALADEDA
that the Regional Water Pollution Board be requested to take immediate and effec-
tive action to abate this nuisance by preventing food canneries from discharging
cannery wastes into San Leandro Bay.
BE IT FURTHER RESOLVED, that a certified copy of this resolution be for-
warded to the Regional. Water Pollution. Board, the Assembly Pact-Finding Committee
on Water Pollution, the District Attorney of Alameda County, and to the Attorney
General cf the State of California.
I, the undersigned, hereby certify that the foregoing Resolution was
duly and regularly introduced and adopted by the Council cf the City of Alameda
in adjourned regular meeting assembled on the 13th day of December, 1949, by
the following vote, to wit:

ABSENT: Councilman Sweeney, (1).
