laallAs, experience has zroved that ih the event of a major natural dis-
aster-
r any metropolitan region it is necessary that all units end agencies of
Government assist and cooperate with each other i0 . dealing with the problems that
nay arise; and. under the conditions of modern. war, in the event of an attack by an

assistance and cooperation would be absolutely necessary for survival; end
WEEREAS, together wdth the County of Alameda and the other municipalities
therein, the City of Alemeda recognizes thz need for joint planning and action, ao
well as for all-out City 3. 1111 and action, in order to be fully prepared for any
eventuality that may occur; and
VJETATAAS, in order to achieve such joint planning and actiont the JcaNT

ferred to as the Board, has. been tentatively organized and is composed of representa-
tives of said County and, each of the municipalities therein; and

charge its duties, that each of said. municipalities and said. County become e member
of said Board hy formal action of the 3.3.1 3. body of said Amnicipality and said

THIC,FTO, BE IT RESOLNED that the Gity of Alameda hereby becomes a
member of said. Board and designates said Bo4 rd. as the duly empowered and authorized
agency within Alanoda County charged with the responsibility of tmbparing, doord
listing and carrying into affect disaster and. civil defense 'plans on. an area-wide
basis in. accordance wdth hne following policies:
1 - The noshrd shall continuously enphazize that said nnwieipelities and
county have individual local resoonsihility for full and continumus activities
in preparing their own disaster and civil defease plans, 314 recruiting ;person-
nel and. procuring equiment, and in carrying such. piens into effect.
2" The. Boarlfs geographical area of responsibility shall inniude all of
Alamedz County, including the several nznicipalities therein, and such other
areaz as huy be included. 11 mutual agreement.
3 - The 3oar1 shall plan on an area-wide basis to insure that the follow-
ing services aro available and procerly coor(inate:
(a) Air Said warning service;
(b) shelter protection;
(0) Evacuation;
(o) Warden service, or organized self-protection;
(e) Mutual aid and mobile supp(r(3
(f) Fire services;
(g) Law enforohment services;
(h) 111,111 services;
(i) Ennrabnoy welfare services.;
(j) Engineering services;
(A) Rescue service;
(1) Communications;
(m) Transportation;
(n) Plant protection;
(o) s331 ply service;

Lp) Civilian auxiliaries to military activities;
(q) Personnel service;
(r) Public information and anucation.
Other services shall be added as are determined. by ta. Board to be neces-
sary. The Ecera shall identify' sad define those functions of civil defense
which sliLdi be operated end controllel . by the Board.
4 - The Board shall consider the State and Federal clans for local dis-
aster organizntion in. the light of local conons and shall follow tho gencral
pattern of those plans, modifying or expanding them as aPpropriate.
5 - The BOard shall take steps to secure nnnimum financial support from
State and Federal Governments.
6 - Tho Board shall render its decision on any controversy between any
merber city or the county pertaining to civil defense activities.
7 - Tilc Board shall prepare a budget for it planning gnd operations and
recommend t..1 adoption thereof by the legislative oodles of its =bar eitios
And county; prooided that the initial baeget shall not ekoeed a total of
D50$000.00.
8 - The Board sx;cl.® formulate and place i1 . effect, by '1, '01 all
policies required to guide its planning and. occrations.
9 - The Board shall appoint and may remove a director .'r chief adminim
strator of its activities and shall troviam him with the necessary staff.
The director or chief administrator shall have expansive direction of such otaff
and of the carrying into effect of the plans approved by the Board.; and

sent and act for the City of 1310meaa5 as a 13 13 of said Board, and. the City lainager,
the mayor and the Superintendent of Schools arc desiznated as alternates to act for.
