Resolution 14789CITYOFALAMEDARESOLUTIONNO.14789 APPROVINGCITYWIDEDESIGNMANUALAMENDMENTS WHEREAS,theCityofAlamedacompletedaGatewayStrategicPlanin 2008fortheNorthParkStreetplanningareainpreparationand.inresponseto thechangingeconomicconditionsintheNorthParkStreetarea;and WHEREAS,theCityofAlamedapreparedanenvironmental>impactreport, comprehensiverezoning,comprehensivedesignmanualandassociatedzoning ordinanceandgeneralplanamendmentstoimplementtheGatewayPlan recommendationsforthearea,respondtochangingeconomicconditions,and establishacoordinatedsetofzoninganddesignregulationsandstandardsto shapefuturedevelopmentinthearea;and WHEREAS,thePlanningBoardheldnumerouspublichearingsonthe draftproposalsandthedesignmanualbeginninginNovember2010;and WHEREAS,onJanuary15,2013,thePlanningBoardheldapublic hearingtoreviewthefinalrecommendedchangestothezoningcode,general planandzoningmapandDesiqnManual;and WHEREAS,theCityCouncilhasreviewedtheFinalEnvironmentalImpact Reportandhasdeterminedthatthedocumentsadequatelyanalyzethepotential environmentalimpactsoftheproposedregulatorychanges;and WHEREAS,theCityCouncilhasreviewedtheproposedDesignManual Amendmentsandfinds: 1.TheamendmentsmaintaintheintegrityoftheGeneralPlan.The proposedDesignManualamendmentsareconsistentwiththeGeneralPlan andtheAlamedaMunicipalCode.Theproposedamendmentsachieve GeneralPlanpoliciesandobjectivesforhighqualityarchitectural and-site planningwithintheareatosupportcommercial,industrial,andresidentialland uses. 2.Theamendmentswillsupportthegeneralwelfareofthe.community. Theproposeddesignmanualamendmentswillsupportthegeneralwelfare.of thecommunitybyestablishingclearstandardsforanewdevelopmentwithin theplanningareathatisconsistentwithcommunityprioritiesforthearea. 3.Theamendments.:areequitable.Theproposeddesignmanual amendmentsareequitableinthatitestablishesappropriateprocessesand proceduresforthereviewoffuturedevelopmentproposalsandensures strongdesignandarangeofpotentialusesfordifferentsubdistrictswithin theplanningarea.
