CITYOFALAMEDARESOLUTIONNO.14791 APROVEDESIGNATIONOFTHEALAMEDACOUNTYSOURCEREDUCTION ANDRECYCLINGBOARDASTHELOCALTASKFORCEUNDERSTATELAW FORTHEPURPOSEOFREVIEWINGANDCOMMENTINGONCOUNTY INTEGRATEDWASTEMANAGEMENTPLANAMENDMENTS WHEREAS,CaliforniaPublicResourcesCodeSection40950requiresthe creationofaLocalTaskForce(LTF)tocommentonpossibleCountyIntegratedWaste ManagementPlanamendmentsandtootherwiseprovidenon-bindingguidancewith respecttointegratedsolidwasteplanning,and WHEREAS,theAlamedaCountyWasteManagementAuthority(ACWMA),via Section5.g.oftheJointPowersAgreement(JPA)creatingit,isempoweredtomake replacementappointmentstotheLTF,subjecttoapprovalbytheCountyBoardof SupervisorsandadoublemajorityoftheCitiesintheCounty,and WHEREAS,theACWMAhasappointedtheAlamedaCountySourceReduction andRecyclingBoardastheLTF,asanefficiencyimprovingmeasureingovernment; and,doingsoconsolidatedacommitteeoftheACWMAwiththe LTF,eliminatingthe needforseparatecommitteeandtaskforcemeetings,pendingapprovalbytheCounty andadoublemajorityoftheCitiesintheCounty,and WHEREAS,theAlamedaCountyCharterSubsection64.130,statesthatinorder toavoidunnecessaryadministrativeduplicationtheCountyBoardofSupervisorsshall seektheconsentofadoublemajorityoftheCitiesfortheAlamedaCountyRecycling BoardtoserveastheLTF,butintheeventsuchappointmentdoesnotoccur,the RecyclingBoardshallreviewanyrecommendationsoftheLTFregardingsource. reductionandrecycling.
