1998-10-13 Special CC MinutesMINUTES OF THE SPECIAL CITY COUNCIL MEETING TUESDAY- -OCTOBER 13, 1998- -3:00 P.M. Mayor Appezzato convened the Special Meeting at 3:08 p.m. Roll Call - Present: Councilmembers Daysog, DeWitt, Kerr, Lucas and Mayor Appezzato - 5. Note: Councilmember Daysog arrived at 3:09 p.m. Absent: None. Agenda Item (98-553) Recommendation to authorize the expenditure of up to $8,000 for purposes of sending the City Attorney's Impartial Analyses of Measures A and B to all registered Alameda voters. Gerhard Degemann, Chair, Committee to Support Measure B, spoke in support of the staff recommendation. Vice Mayor DeWitt inquired whether the expenditure of $8,000 for the purpose of sending the Impartial Analyses to Alameda voters was a legal expenditure, to which the City Attorney responded in the affirmative and stated a similar mailer was sent in 1992. Councilmember Kerr stated the Impartial Analyses are in the Voters Pamphlet; it is very dry material; and commented that a one-line mailer would be more effective. Vice Mayor DeWitt stated that he thought the Measures would pass in November without the proposed mailer. Councilmember Daysog stated it is important to make a last ditch effort, and the City should not miss an opportunity to reach the voters. Councilmember Lucas stated the Analyses contain too much reading material. Councilmember Kerr stated that she could support material that might be read. The City Attorney commented that material other than Impartial Analyses would have to include both sides of the question and Special Meeting Alameda City Council October 13, 1998 certain prohibitions would need to be addressed also. Mayor Appezzato noted the Bureau of Electricity would share in the cost; commented that he agreed with Councilmember Daysog's comments, and stated both Measures were imperative to the City. Councilmember Daysog moved Council approval of the staff recommendation. The motion FAILED due to lack of a second. Appezzato convened the Special Joint Meeting at 3:05 Present: Councilmembers/Commissioners Daysog, DeWitt, Kerr, Lucas and Mayor/Chair Appezzato - 5. Absent: None. Joint Meeting was adjourned to Closed Session to Conference with Real Property Negotiator; Property: Fleet Industrial Supply Center and Alameda Point; Negotiating Parties: City of Alameda and Community Improvement Commission; Under Negotiation: Price and Terms. Following the Closed Session, the Special Joint Meeting reconvened and the Mayor/Chair announced that Council/Commission gave instructions to the City Manager. was the Adjournment There being no further business, Mayor/Chair Appezzato adjourned the Special Joint Meeting at 3:45 p.m. Respectfully submitted, Diane B.
