JANUARY 30, 1996
(Held concurrently with an Alameda Unified School District
Meeting.)
The meeting was called to order by Mayor Appezzato at 4:45 p.m. at
the Historic Alameda High School, East Wing, 3rd Floor, Room 310.

Office of Economic Adjustment (OEM_ Funding for District Personnel;
and Implementation of Reuse Plan
The City Manager stated that the Executive Director of the Alameda
Reuse and Redevelopment Authority (ARRA) had indicated that
information was received from OEA indicating that many of the
requests made in the application were being denied; that he was not
sure about funding for the District; that there were about five or
six projects totalling approximately $100,000; and that the City
complied with the District's request to provide additional
information to OEA.
The Superintendent of Schools discussed the original direction
given by the OEA and changes thereafter; stated that it was OEA's
opinion that school districts were not being economically impacted;
and discussed recent articles regarding the matter.

Discussion was held regarding a possible ARRA contract with the
Alameda Unified School District (AUSD) request for funding of
projects, scope of work for same, and the appeal process.
Mayor Appezzato stated that once the funding was determined, the
matter could be further pursued if necessary.
Discussion was held regarding the Interim Lease Program; the City
assuming responsibility for NAS's operations, i.e. police, fire and
public works; the contract review process; and housing issues on
and off the base.
Public Benefit Conveyance, Infrastructure fees
The City Manager stated that there was an issue of infrastructure
fees; that costs in the amount of approximately $180,000 per acre
based upon both on- and off-site improvements were anticipated;
that said improvements included roadway improvements, utility costs
for upgrades, interior roadways, storm drainage, sewers, etc.; and
that it needed to be understood that everyone coming on the base
had to pay a share of said costs.
In response to Mayor Appezzato's comments, the City Manager stated
that he was not refering to on-going costs for maintenance, but
rather just upgrading of facilities.
The Superintendent of Schools stated that he and the Board of
Education were aware that the District will assume infrastructure
costs based upon its direct relationship to the property; and that
discussions have been held with the City Manager regarding same.
The City Manager stated that the issue of reuse of other facilities
was being investigated; and that if the City were successful in
obtaining monies for all grant requests, there would be less cost
to the District and other future owners of land and improvements at
NAS.
Discussion was held regarding FISC (Fleet Industrial Supply Center)
[Alameda Annex] property; the financial positions of the District
and the City; and existing access and infrastructure in place at
the base.
Don Roberts, Alameda, inquired how the City planned to pay for over
$200 million in costs for infrastructure and improvements if the
City does not obtain all or a portion of the money from the Federal
Government.

The City Manager responded that it could be approached in a few
different ways: 1) to charge so much on a square-foot or per acre
basis, and 2) to consider charging developmental fees on new
developments, and that said charges be paid up front and on an
aggregate basis; and discussed uses of various buildings,
improvements, and existing conditions at that base.
In response to Mr. Robert's inquiry regarding whether the City
Manager anticipated any situation where bonds or other tax devices
would be assessed against Alameda citizens or homeowners for
infrastructure improvements at the NAS, the City Manager responded
"no"; and stated that if the City established a Redevelopment
Agency, and the Agency incurred debt to provide for public
improvements, the Agency would probably incur debt by selling
bonds, which are bonds that are tied to improvements on the site,
not any owners of property outside the project area.
The City Manager explained the process of providing revenue to pay
off debt service on bonds.
Vice Mayor Mannix stated that the infrastructure costs would be
incurred as the development evolved and said costs would be paid
over a 15- 20- 30-year period.
The City Manager stated that under any scenario, the City would not
be ready to incur a debt of $200 million for infrastructure and to
go in and completely redo everything at once.
Historic Alameda High School Update
The Superintendent of Schools stated that the Board authorized [the
District] to go out for bid on the renovation of Historic Alameda
High School; discussed aspects of the Request for Proposals and
bidding process; stated that concerns have been raised by citizens
regarding the District's commitment to the last bond project; that
Historic Alameda High School had donated $100,000 towards the
project; and that the Board unanimously approved the recommendation
to go out for bid.
Mayor Appezzato commented on the importance of historic
preservation.
Status of Youth Commission
The City Manager stated that the membership of the Commission
changes after the Summer and new people are elected to participate;
that discussion has been held regarding a teen center; that a

survey was developed and submitted to the schools; that the survey
was completed by most schools, including private schools, except
for Encinal High School, Chipman Middle School, and that Island
High School submitted very little; that a Commission meeting is
scheduled for January 31, 1996, to discuss the results of the
survey, that discussion is being held regarding a teen forum to
discuss options for the teen center, i.e. sports, music, discussion
sessions, cooking or computer classes, watch T.V.; and that he
would provide said survey results and information from the last
meeting.
The Superintendent of Schools requested notification of Youth
Commission Meetings.
The City Manager stated that the District has two adult
representatives on the Commission; and that Carolyn Knudtson,
Recreation Supervisor, Recreation and Park Department, was in
charge.
Boardmember Bingham stated that if school participation is not
received, that the Superintendent of Schools should be notified.
Paul Strebel, Alameda, expressed support for the U.S.S. Hornet
becoming a museum; suggested that the U.S.S. Hornet also be used as
a multi-purpose facility; and commented on personal military
experience at NAS.
Adjournment
Mayor Appezzato adjourned the meeting at 5:37 p.m.
