ADOPTING THE 1991 EDITION OF THE UNIFORM BUILDING CODE,
THE 1991 EDITION OF THE UNIFORM BUILDING CODE STANDARDS,
THE 1991 EDITION OF THE UNIFORM CODE FOR ABATEMENT OF
DANGEROUS BUILDINGS, APPENDIX 1 OF THE 1991 EDITION OF
THE UNIFORM CODE FOR BUILDING CONSERVATION AND APPROVING
CERTAIN AMENDMENTS THERETO BY AMENDING CHAPTER XIII,
ARTICLE 1 OF THE ALAEDA MUICIPAL CODE
Section 1 The Alameda Municipal Code is hereby amended byamending section 13-2.2, 13-2.4, & 13-2.of Chapter XIII,Article 1 (Building Regulations), to read:
Sec. 13-2.2 Adoptions bv Reference . The following documents
copies of which have been placed on file with the City Clerk foruse and examination by the public and declared to be public
records, are hereby adopteq as the Alameda Building Code for
regulating the erection, construction, enlargement, alterationrepair, moving, removal , demolition, conversion, occupancy,
equipment use , height , area, and maintenance of all buildings and
structures in the city of Alameda:
(1 )Uniform Buildinq Code. 1991 edition , published by
the International Conference of Building Officials
including the generic fire-resistive assemblieslisted in the Fire Resistance Design Manual,
Twelfth Edition, dated August, 1988, published by
the Gypsum Association as referenced in Tables Nos.43-A, 43-B and 43-C and including Appendix
Chapters 12 (Division III), 23 (Division II), 32,
35, 49, 55 , 70.
(2 )Uniform Buildinq Code Standards. 1991 Editionpublished by the International Conference ofBuildings Officials including (1) StructuralWelding COde--Reinforcing Steel, AWS D1.4-79
(U.C. Standard No. 26-8); (ii) Structural Welding
Code--Steel, ANSljAWS D1.3-81 (U.C. Standard No.
27-13) published by the American Welding Society,
Inc. as modified or' a ended in the Uniform Building
Code Standards referenced herein.

Sec. 13-2.Changes . Additions and Deletions . The following
changes additions and deletions to said Uniform Building Code are
hereby approved and adopted as follows:
Sec. 304 (b)follows:Permi t Fees.This section is amended to read as
Sec. 304 (b) Permit Fees The fee for each permit shall
be established by resolution of the City Council.
Sec. 304 (c)read as follows:Plan Review Fees.This section is amended to
Sec. 304 (c) Plan Review Fees . When a plan or other data
are required to be submitted by Section 302 (b), a plan reviewfee shall be paid at the time of submitting plans and
specifications for review. Said plan review shall
established by resolution of the City Council.
The plan review for identical buildings in the same tract
shall be twenty five percent (25%) of the full plan reviewfee. This is applicable only when each building is to beconstructed from identical plans and specifications as
approved for the original building.
Where plans are incomplete or changes so as to requireaddi tional plan review , an additional plan review fee shall becharged.
Sec. 3203 Roof Covering Requirements
amended to read as follows:This section
Sec. 3203 Roof Covering Requirements All new roof forstructures with an occupancy classification of "R" or "M"
shall have a fire rating of Class A, which complies with the
C. Section 3204-A , Class A Roof Coverings.
Sec. 3703(i)as follows:Chimne General.This section is added to read
Sec. 3703(i) Chimney. General.At the time of re-
roofing, all existing operational chimneys shall terminate in
a substantially constructed spark arrester having a mesh not
exceeding 1/2 inch.
Appendix section 3210
to read as follows:

Appendix Section 3210 Inspections A- building permit
shall be required for a re-roofing of all structures with an
occupancy classification of "R" or "M"The fire rating of
the roofing materials for such a re-roofing shall be Class A,
which complies with the U.C. Section 3204-A.
Sec. 13-2. Penalties
section to read as follows:

Construction without Benefit of Permit . Any person, firm
or corporation that commences any construction without first
having obtained the necessary permits therefore shall, if
subsequently permitted to obtain a permit , pay an amount,
addition to the ordinary permit fee required, quadruple the
permit fee otherwise required.
section Pursuant to Sections 17958.5 and 17958.of the
California Health and Safety Code , the City Council finds that the
modification to the Uniform Building Code contained in Section 1
reasonably necessary in order to lessen the threat to life , safety
and property represented by certain local , climatic , geographical
and topographical conditions existing in the City of Alameda which
are more specifically described as follows:
(a) The City of Alameda is an island community with
access dependent upon bridges and underwater tubes and, in the
event of a disaster, could be completely isolated from outsideassistance.
(b)fault.The City of Alameda is adj acent to an earthquake
(c) The entire municipal water supply for the City of
Alameda is transported via three aqueducts which are
vulnerable to earthquake and tidal flooding.
(d) The City of Alameda lies in the path of three
airport landing and takeoff zones.
Section The City Clerk is authorized and directed to transmit
a certified copy of this Ordinance to the California Department of
Housing and Community Development.
section 4 This Ordinance shall be in full force and effect from
and after the expiration of thirty (30) days from the date of its
final passage.

duly and regularly adopted and passed by the Council of the City of
Alameda in regular meeting assembled on the 19th day of
