Ordinance 2612CITY OF ALAEDA ORDINANCE NO. New Series 2612 AMENDING THE ALAEDA MUNICIPAL CODE BY AMENDING CHAPTER II, ARTICLE 1, SECTION 2-1.7 (d) AUTHORIZING THE CITY CLERK TO SUMIZE ORDINANCE TITLES AT CITY COUNCIL MEETINGS WHEREAS , it has been the tradition and practice that the City Clerk of the City of Alameda read the exact , complete title of an ordinance at the time of introduction and at the time of final adoption when placed on the regular agenda at meetings of the City Council; and WHEREAS , this practice is time-consuming and cumbersome; and WHEREAS , while Government Code section 36934 requires that theci ty Clerk of a general law city read the titles of ordinances prior to adoption , a charter city has the power to adopt a procedure for the passage of ordinances that will "prevail over the general laws " of the State , such as Government Code section 36934; and WHEREAS, Alameda is charter city, and therefore theapplicable City Charter and Municipal Code sections govern the procedure for reading ordinance titles at the City Council meetings; and WHEREAS , nothing in the City Charter requires that ordinanceti tles be read in their entirety at City Council meetings; and WHEREAS, in the interest of efficiency, it may be desirable for the City Clerk to summarize rather than read the Ordinance title in its entirety; NOW , THEREFORE , BE IT ORDAINED by the Council of the City of Alameda that: section 1 amending Chapter follows: The Alameda Municipal Code is hereby amended byII, Article 1 Section 2-1.7(d) to read as section 2-1.7 (d)d. Ordinances for introduction listed on the agenda shall be acted upon and introduced by usual motion and vote thereon , provided , however , that nothing herein shall be deemed to restrict the right of any member of the Council to introduce proposed legislation without necessity of such motion and vote. An ordinance may be introduced and finally adopted by reading its title only, or a summary of the title , and a copy thereof shall be delivered to each member of the Council prior to its final passage. Delivery may be made by leaving such copy with a Councilmember personally, or at the place designated by the member for leaving notices pursuant to Section 3-7 (b) of the Charter of the city, orby depositing such a copy in the united states Post Office enclosed in a sealed envelope, with postage thereon prepaid , addressed to the member's residence. section 2 This ordinance shall be in full force and effect from and after the expiration of thirty (30) days from the date of its final passage. ftkJ city Clerk I, the undersigned , hereby certify that the foregoing Ordinance was duly and regularly adopted and passed by the Council of the City of Alameda in regular meeting assembled on the 18th day of, Auqust , 1992, by the following vote to wit: NOES: Councilmembers Arnerich, Camicia, Lucas , Roth and President Wi throw - None.
